10 CFR Part 50.65 section (a)(2) requires,10 CFR Part 50.65 section (a)(2) requires, in part, that the performance or condition of a structure, system, or component is being effectively controlled through the performance of appropriate preventative maintenance, such that the structure, system, or component remains capable of performing its intended function. In accordance with this requirement, the licensee established procedure ER-AA-MRL-100, Implementing Maintenance Rule, to consistently apply requirements. One requirements of ER-AA-MRL-100 is monitoring equipment unavailability or out-of-service time on a rolling 12 month average. The allowed unavailability time for each charging pump is 438 hours. Contrary to the established goals, on May 5, 2016, the licensee identified Unit 1 C charging pump, 1-CH-P-1C, has accrued 517.3 hours of unavailability and Unit 2 C charging pump, 2-CH-P-1C, has accrued 588.0 hours of unavailability. By exceeding the established unavailability hour goals, licensee failed to control the condition of 1-CH-P-1C and 2-CH-P-1C to ensure the component remains capable of performing its intended function. Subsequently, both charging pumps are being evaluated under 10 CFR Part 50.65 (a)(1) for failure to meet established unavailability goals. The licensees failure to control the condition of 1-CH-P-1C and 2-CH-P-1C to ensure the components remained capable of performing their intended function was a PD. The PD was more than minor because it was associated with the Equipment Performance attribute of the Mitigating Systems cornerstone and adversely affected the cornerstone objective to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. The inspectors performed the significance determination for the finding using NRC Inspection Manual Chapter 0609, Appendix A, Attachment 2, dated July 1, 2012 and determined the risk significance was very low (GREEN), because the charging system maintained operability in accordance with TS. The licensee entered this condition into their CAP as CR1036685 and CR1036687.into their CAP as CR1036685 and CR1036687.
