This violation of very low safety signific … This violation of very low safety significance was identified by the licensee and has been entered into the licensee corrective action program and is being treated as an NCV, consistent with Section 2.3.2 of the Enforcement Policy. Enforcement: Violation: License conditions 2.C.(4) (Unit 1) and 2.C.(3)(o) (Unit 2) require implementation of the approved fire protection program. Per the Cook NFPA 805 Fire Protection Program Manual Sections 3.11.2 and 3.11.4, fire seals shall have at least a three hour fire rating. Contrary to the above, on February 6, 2018, the licensee identified multiple fire seals (many of which were between the control rooms and the cable spreading area underneath) that were degraded to the point that they could no longer meet the three hour rating requirement of Sections 3.11.2 and 3.11.4 of the Cook NFPA 805 Fire Protection Program Manual. Specifically, inadequate controls in the fire seal maintenance procedure and unclear guidance for Performance Verification department inspections led to a deterioration in seal quality. Significance/Severity Level: The inspectors determined the performance deficiency was more than minor because it adversely affected the Protection Against External Factors attribute of the Mitigating Systems cornerstone, whose objective is to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences (i.e. core damage).
