The NRC identified a non-cited violation o … The NRC identified a non-cited violation of 10 CFR 50 Appendix B, Criterion V, Procedures, for failing to follow a quality procedure. Specifically; PED-QP-13 Design Basis Document Control, requires FCS to update and maintain their Design Bases Documents. The license has failed to maintain these design documents. Some examples include PLDBD-51 Seismic Criteria where the configuration of the Steam Generator supports were not accurately described, and PLDBD-ME-10 Pipe Stress and Supports where the piping design code classification for Main Steam is incorrect. The licensee entered the issue into its corrective action program for evaluation and review. The performance deficiency is more than minor because if left uncorrected it would have the potential to lead to a more significant safety concern. The finding was determined to affect the Initiating Events, Mitigation Systems, and Barrier Cornerstones using Inspection Manual Chapter 0609.04, Initial Characterization of Findings. The finding was characterized as having very low safety significance (i.e., Green) using Inspection Manual Chapter 0609, Appendix A, The Significance Determination Process (SDP) For Findings At-Power, because all logic questions for the applicable cornerstones were answered in the negative. The finding is assigned a cross-cutting aspect in the area of Human Performance, in the component of Resources because the licensee failed to ensure that personnel, equipment, procedures, and other resources, specifically those necessary for complete, accurate and up-to-date design documentation, were available and adequate to assure nuclear safety.ble and adequate to assure nuclear safety. +
