The inspectors identified a finding of ver … The inspectors identified a finding of very low safety significance and associated NCV of 10 CFR Part 50, Appendix B, Criterion III, Design Control, for the licensees failure to ensure the incoming feeder cables from startup transformer 1-2 to 2400 V safety-related Buses 1C and 1D were sized in accordance with their design basis, as described in Palisades FSAR Section 8.5.2. Specifically, the licensee failed to ensure the ampacity of the cables was at least as high as their maximum steady-state current. The licensee entered this finding into their Correction Action Program and verified the operability of the cables. The performance deficiency was determined to be more than minor, because it impacted the Design Control attribute of the Reactor Safety, Mitigating Systems Cornerstone and adversely affected the cornerstone objective to ensure the availability, reliability, and capability of systems that respond to initiating events to prevent undesirable consequences. Specifically, cables were undersized with respect to the loading that would automatically occur as the result of a design basis accident. The inspectors determined the finding was of very low safety significance (Green) because the SSC maintained its operability and functionality.
