August 28, 2025 Week Ending: August 22, 2025 ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest NRC Licensing Efficiency Report in Response to Section 505, Nuclear Licensing Efficiency, of the ADVANCE Act On August 18, 2025, the Office of Nuclear Material Safety and Safeguards (NMSS) and the Office of Nuclear Reactor Regulation (NRR) issued the NRC Licensing Efficiency Report (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25191A155), to update the Executive Director for Operations on the status of the U.S.
Nuclear Regulatory Commission (NRCs) implementation of licensing efficiency efforts in response to Section 505, Nuclear Licensing Efficiency, of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy (ADVANCE) Act. With public and industry engagement, the agency has taken action, such as creating preapplication guidance, performance indicators, data-driven efficiencies, and more, through a Licensing Efficiencies and Processes panel team in NRR and NMSS. These steps accelerate the efficiency, predictability, and timeliness of licensing reviews, and focus resources on areas that matter the most to safety and security. The licensing efficiencies developed pursuant to Section 505 of the ADVANCE Act are an interim step towards full implementation of Section 5(a) of Executive Order (EO) 14300, as the NRC staff anticipates the agency will realize further efficiencies when the rulemaking efforts related to EO 14300 are completed. The staff plans to make the report publicly available on August 20, 2025, and issue a social media notification the following week.
Kairos Power LLC New Power Purchase Agreement On August 18, 2025, Kairos Power LLC (Kairos) announced a new power purchase agreement and collaboration between Kairos, Google, and Tennessee Valley Authority (TVA) enabling Kairos Hermes 2 Plant to deliver up to 50 MW of energy to the TVA grid that powers Google data centers in Tennessee and Alabama. TVA is the first U.S. utility to sign a power purchase agreement to buy electricity from an advanced, Generation IV reactor. Global Nuclear Fuel Annual Meeting During August 19-20, 2025, NRC staff held a hybrid annual meeting with Global Nuclear Fuel (GNF)/GE Vernova to discuss fuel performance and future plans. During the meeting GNF/GE Vernova provided updates on control blade inspection, fuel performance, the accident tolerant fuel program, hot cell and post-irradiation examination programs, GNF4, higher burnup (HBU) and higher enrichment for low-enriched uranium plus (LEU+), PRIME LEU+/HBU licensing, BWR-X300, loss-of-coolant background and updates for HBU/LEU+, and an overview of the planned topical report submittals. In addition, the staff that attended the meeting in-person in Wilmington, NC participated in a tour of the facility.
ADVANCE Act Section 507 Reactor Oversight Process Public Meeting On August 20, 2025, NRC staff hosted a public meeting related to the ADVANCE Act Section 507 Reactor Oversight Process (ROP) to present potential revisions to the ROP baseline inspection program. Topics included the background and scope of the review, followed by detailed discussion of revisions under consideration for resident inspector, engineering, problem

ENCLOSURE C identification and resolution, operator licensing, radiation protection, security, and emergency preparedness inspection procedures. Estimated resource savings and a timeline for the revision were also presented. Attendees included representatives from the Nuclear Energy Institute, industry, and members of the public. The revision to the ROP baseline inspection program effort will be discussed again at the next ROP bi-monthly meeting, anticipated to be held on September 18, 2025.
August 28, 2025 Week Ending: August 22, 2025 ENCLOSURE D Office of Nuclear Material Safety and Safeguards Items of Interest NRC Staff Hosted Public Meeting on Materials Licensing Efficiencies and Processes Efforts On August 21, 20205, the U.S. Nuclear Regulatory Commission (NRC) staff hosted a virtual comment gathering public meeting (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25231A109) to present and gather feedback on the NRCs ongoing pre-application engagement streamlining initiative for Nuclear Materials Users (NMU). This initiative is driven by Section 505 of the Accelerating Deployment of Versatile, Advanced Nuclear for Clean Energy Act and the NRC Materials Licensing Efficiencies and Processes (M-LEAP) efforts. The presentation also included status information on related M-LEAP efforts for NMU. The meeting had over 150 participants, which included NRC staff, NMU licensees and industry, Agreement States, Tribal Nations, and members of the public. The NRC staff received a number of insightful comments on the initiative. The presentation of the meeting is available at (ML25230A171).
NRC Staff Published Final Supplemental Environmental Impact Statement for Point Beach On August 15, 2025, the staff published in the Federal Register the Notice of Availability for the Final Supplemental Environmental Impact Statement (FSEIS) regarding subsequent license renewal for Point Beach Nuclear Plant, Units 1 and 2 (90 FR 39431). The U.S. Environmental Protection Agency also published its Notice of Availability of the FSEIS (90 FR 39392). This will support an agency licensing decision by the end of September 2025, as communicated to the applicant in the staffs August 7, 2025, schedule revision letter (ML25203A012).
NRC Publishes Interim Enforcement Policy for Enforcement Discretion for General Licensee Adoption of Certificate of Compliance Holder-Generated Changes On August 15, 2025, a Federal Register Notice was issued for the Interim Enforcement Policy for Enforcement Discretion for General Licensee Adoption of Certificate of Compliance Holder-Generated Changes (ML25224A182) that will allow enforcement discretion for certain general licensee violations related to their adoption of changes generated by the Certificate of Compliance holder. Additionally, the NRCs Enforcement Policy was updated on August 12, 2025, to include a new Section 9.4, Enforcement Discretion for General Licensee Adoption of Certificate of Compliance Holder-Generated Changes under 10 CFR Part 72.48 (ML25224A097).
