August 21, 2025 Week Ending: August 15, 2025 ENCLOSURE C Office of Nuclear Reactor Regulation Items of Interest The U.S. Nuclear Regulatory Commission (NRC) and The Industry-led Technical Specifications Task Force (TSTF) Quarterly Meeting On August 7, 2025, the Office of Nuclear Reactor Regulation staff and the industry-led Technical Specifications Task Force (TSTF) conducted a regularly scheduled quarterly meeting, as noticed at (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25195A298.) TSTF presented information on four new travelers theyre developing and plan to submit later this calendar year. The new travelers are: TSTF-605, Reactor Coolant System (RCS) Water Inventory Control (WIC), TSTF-606, Revise the Actions Associated with an Inoperable Rod Worth Minimizer (RWM), TSTF-607, Changes to the Quadrant Power Tilt Ratio Technical Specification (PWROG-22021), and TSTF-608, Main Steam Line (MSL) Area Temperature. The next TSTF quarterly meeting will take place in November 2025.

Non-public Interagency Meeting with the Department of Defense (DOD), Department of Energy (DOE), and the Environmental Protection Agency (EPA) was rescheduled to August 22, 2025 The hybrid, non-public interagency meeting originally scheduled for August 14, 2025, with the Department of Defense (DOD), Department of Energy (DOE), and the Environmental Protection Agency (EPA) was rescheduled to August 22. The purpose of the meeting is to discuss actions related to Section 5(b) of Executive Order (EO) 14300, which directs the NRC to adopt science-based radiation limits and reconsider reliance on the linear no-threshold model and As Low as Reasonably Achievable principle. The meeting will focus on two key objectives: (1) DOE will present an overview of the DOE Interim Final Rule (10 CFR Part 835) and updated DOE Order 458.1, and (2) participants will have the opportunity to ask clarifying questions of Idaho National Laboratory regarding their July 2025 report, Reevaluation of Radiation Protection Standards for Workers and the Public Based on Current Scientific Evidence.

August 21, 2025 Week Ending: August 15, 2025 ENCLOSURE D Office of Nuclear Material Safety and Safeguards Items of Interest Abnormal Occurrence Reporting; Policy Statement; Issuance; 10 CFR Chapter I [NRC-2023-0075]

On August 12, 2025, the U.S. Nuclear Regulatory Commission (NRC) published a document in the Federal Register (90 FR 38828) issuing a limited revision to its policy statement on reporting abnormal occurrences (AOs) to Congress. The revised policy statement provides more specific language to the medical event criteria to better identify those incidents and events that the Commission considers significant from the standpoint of public health or safety. The revised AO criteria contain additional language to add clarity, helping to delineate abnormal occurrence events from nonreportable events which may have been reviewed under the previous criteria.

Interim Enforcement Policy for Enforcement Discretion for General Licensee Adoption of Certificate of Compliance Holder-Generated Changes; Policy Statement; Issuance; 10 CFR Part 72 [NRC-2025-0064]

On August 15, 2025, the NRC published a document in the Federal Register (90 FR 39308) issuing an Interim Enforcement Policy (IEP) titled, Enforcement Discretion for General Licensee Adoption of CoC Holder-Generated Changes. The IEP allows enforcement discretion for certain general licensee violations related to their adoption of a change generated by the Certificate of Compliance holder.
