All approved Agency RIF and Reorganization Plans (ARRPs) plans, or records reflecting such approved plans, following your agencys submission of ARRPs to OMB and OPM for approval as required by OMB Director Vought and OPM Acting Director Ezells February 26, 2025, memorandum titled Guidance on Agency RIF and Reorganization Plans Requested by Implementing The Presidents Department of Government Efficiency Workforce Optimization Initiative. Please provide all records from February 1, 2025, through the date the search is conducted. Democracy Forward expects this request for a set of readily identifiable records regarding a high-profile matter will be assigned to the Simple processing track and processed expeditiously, in addition to receiving expedited processing. On April 28, 2025, NRC responded to our request by stating that it was rejecting our request in full by citing (b)(5). We are willing to accept the exemption of any such records before an approval, however this request is for approved ARRP plans which are not pre-decisional and therefore should not be withheld pursuant to (b)(5). In addition, there is no foreseeable harm in the disclosure of approved plans as they have been approved, and the agency has been given the all clear to proceed with implementation. CON-2025-000009 Brown, Ann Center for Biological Diversity The Center requests from the Council on Environmental Quality (CEQ) from January 21, 2025, to the date CEQ conducts this search: 1. The summary reports sent to the Secretary of the Interior, as required by Section 5(a)(ii) of Executive Order 14156 (E.O. 14156) of January 20, 2025 (Declaring a National Energy Emergency).

- Austell, David I request all information relating to an incident involving the US Air Force AGM-69 SRAM missile. This incident took place within the continental US at a nuclear weapons storage bunker of the 17th Munitions Maintenance Squadron of the 17th Bombardment Wing, Strategic Air Command, Wright-Patterson AFB, Dayton, Ohio. The incident occurred between December 1975 and April 1977. The SRAM missile was on a static stand in a secure bunker in the weapons storage area, WSA. Without mechanical or electrical input, a Tritium container within the nose cone of the missile imploded and thus released Tritium within the enclosed space of the bunker. This event undoubtedly required an immediate flash report to SAC HQ in the form of a Ben Spear or Dull Sword. I would like a copy of that report as well. Please include investigational analysis as to the cause, the subsequent action taken, and the corrections necessary to insure the safe return to operational status of the SRAM missile system to the SAC fleet. Office of Nuclear Reactor Regulation Items of Interest Week Ending May 9, 2025 Federal Aviation Administration (FAA) Approved Flight Restrictions for Uncrewed Aerial Systems (UAS) Over the Prairie Island Nuclear Generating Plant Became Effective On May 1, 2025, the FAA's approved flight restrictions for uncrewed aerial systems (UAS) over the Prairie Island Nuclear Generating Plant became effective. This approval was the outcome of continued Office of Nuclear Security and Incident Response coordination with the FAA, the Department of Energy's (DOE) Office of Cybersecurity, Energy Security and Emergency Response (CESER), the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency, and the Nuclear Energy Institute. Prairie Island is the sixth nuclear power plant to receive a flight restriction designation. Additionally, DOE CESER is currently reviewing UAS airspace restriction applications from Calvert Cliffs and Peach Bottom, prior to submitting to FAA for approval.
U.S. Nuclear Regulatory Commission (NRC) Staff Met in a Government-to-Government Meeting to Discuss the Agencys Review Process for TVAs Construction Permit Application for the Clinch River Site On May 6, 2025, the Office of Nuclear Reactor Regulation staff met with state, county, and local officials in Oak Ridge, Tennessee, for a government-to-government meeting to discuss the agencys review process for TVAs construction permit application for the Clinch River site, which is based on the BWRX-300 reactor design. Staff also held two public outreach meetings to explain the U.S. Nuclear Regulatory Commissions (NRC) review process, outline opportunities for public participation, and respond to questions from stakeholders. Combined, the public meetings were attended by approximately 70 people.
NRC Staff Published an Environmental Assessment and Finding of No Significant Impact and Issued an Exemption from the Definitions of Construction for the Kemmerer Power Station Unit 1 On May 7, 2025, the NRC staff published an environmental assessment and finding of no significant impact in the Federal Register (90 FR 19322) and issued an exemption from the definitions of construction in 10 CFR 50.10 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML25119A333), to US SFR Owner, LLC (USO), a subsidiary of TerraPower, for the Kemmerer Power Station Unit 1. The exemption would allow USO to proceed with the construction of the energy island without the need for a limited work authorization while the NRC staff continues its construction permit application review.
NRC Denies Petition for Leave to Intervene and Request a Hearing Related to Modifying the License for Three Mile Island Nuclear Station, Unit 1, to Reflect a Facility Name Change to Christopher M. Crane Clean Energy Center.
On January 13, 2025, Constellation Energy Generation, LLC, submitted a license amendment request (ML25013A311) for Three Mile Island Nuclear Station, Unit 1, to modify the license to reflect a facility name change to Christopher M. Crane Clean Energy Center. The request was MAY 14, 2025 ENCLOSURE C
noticed in the Federal Register on February 18, 2025 (90 FR 9741). On April 18, 2025, a petition for leave to intervene and request for a hearing (ML25108A166) was submitted, contending that renaming the facility would have an adverse safety impact. On May 8, 2025, SECY, for the Commission, denied the petition (ML25128A345) for failing to address each of the contention admissibility requirements in 10 CFR 2.309(f)(1). The NRC staff plans to issue the amendment authorizing the name change the week of May 12, 2025.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending May 9, 2025 Long-Term Cooling and Unattended Water Makeup of Spent Fuel Pools; Discontinuation of Rulemaking Activity; Denial of Petition for Rulemaking; 10 CFR Part 50 (NRC-2011-0069)
On May 7, 2025, the U.S. Nuclear Regulatory Commission (NRC) submitted to the Office of the Federal Register a document discontinuing a rulemaking activity, Long-Term and Unattended Water Makeup of Spent Fuel Pools, and denying a petition for rulemaking. The petitioner requested that the NRC amend its regulations to require that nuclear power plant licensees ensure long-term cooling and unattended water makeup of spent fuel pools (SFPs). The purpose of the action is to inform members of the public that the rulemaking activity is being discontinued and to provide a brief discussion of the NRCs decision to discontinue the rulemaking and deny the aspects of the petition not previously addressed by the NRC. The discontinuation of rulemaking activity and denial of petition PRM-50-96 is effective May 7, 2025.
Staff Published Generic Environmental Impact Statement for License Renewal of Nuclear Plants: Regarding Subsequent License Renewal for Virgil C. Summer Nuclear Station, Unit 1, Final Report On May 8, 2025, the staff published NUREG-1437, Supplement 15, Second Renewal, "Generic Environmental Impact Statement for License Renewal of Nuclear Plants: Regarding Subsequent License Renewal for Virgil C. Summer Nuclear Station, Unit 1, Final Report" (ML25128A160).
This final supplemental environmental impact statement has been filed with the U.S.
Environmental Protection Agency and a notice of availability will be published in the Federal Register on May 16, 2025, which will begin the 30-day cooling off period. The staff is targeting issuance of the licensing decision by the end of June 2025, two months ahead of the published milestone date.
Staff Granted Exemption to Orano Enrichment USA LLC On May 2, 2025, the NRC staff granted Orano Enrichment USA LLC (Orano) an exemption from 10 CFR 51.60(a), Environmental Reports - Materials Licenses, and 10 CFR 70.21(h), "Filing,"
requirements. The exemption will allow Orano to submit the required environmental report (ER) separately, and before submitting the safety and safeguards portion of an application for a 10 CFR Part 70 license for the construction and operation of, and possession and use of special nuclear material at, a proposed uranium enrichment facility to be located in Oak Ridge, TN.
Orano requested the exemption because it anticipates the ER will be ready for submission by the end of 2025. Orano plans to submit the safety and safeguards portion of the application by early 2026.
