I strongly challenge this conclusion on the basis that the response inaccurately characterizes my request. I requested "Electronic copies of daily news roundups, briefs, briefings, summaries, clipbooks, or newsletters produced for the Nuclear Regulatory Commission by Bulletin Intelligence" on specific dates and gave instructions for excluding duplicate copies of each daily report. I have worked with the Presidential libraries, National Archives, and other agencies on similar requests. No other agency or archive has tried to claim that this language is not specific enough. This request clearly identifies that I only want electronic documents on specific dates. It also clearly identifies the documents that I request. It is my belief that Bulletin Intelligence only sends one email with a document per day with the daily news report. Depending on the agency, this report is given a slightly different name (e.g.
daily news "brief", "briefing", "summary").
Regardless of what it is named, this request should only produce a single email per day from Bulletin to the NRC. While the list of dates may appear long, it is not a "fishing expedition" as the response alleges. Far from a fishing expedition, this request was carefully designed to produce a scientifically valid time series measuring the NRC's daily news diet during a time period of immense change. To generate this list of dates, I instructed a statistical program to produce a random set of dates, stratified by fiscal quarter. The report states that AARO received a total of 18 reports from the Administrator for Nuclear Security and the Chairman of the Nuclear Regulatory Commission regarding incidents near U.S.
nuclear infrastructure, weapons, and launch sites. I request records relating to these reports, including the content of the reports, analyses, and any NRC-AARO correspondence concerning these incidents.
If any responsive records are classified or exempt from disclosure, please provide any non-exempt portions and a detailed justification for each withholding as required by law. I am specifically looking for the letter from Zack Pate of INPO to Robert Harrison of PECO. That letter is part of the package PECO submitted to the NRC on January 29, 1988.

Office of Nuclear Reactor Regulation Items of Interest Week Ending November 22, 2024 Office of Nuclear Reactor Regulation (NRR) Staff Presented During the American Nuclear Society (ANS) 2024 Winter Meeting On November 19, 2024, the Division of Advanced Reactors and Non-power Production and Utilization Facilities staff presented during the American Nuclear Society (ANS) 2024 Winter Meeting on Regulation of Rapid High-Volume Deployable Reactors and Other Advanced Reactors and Commercial Maritime Decarbonization with Nuclear Energy.
Constellation Energy Generation, LLC (CEG), Submitted a Request for Exemption as Part of its Proposed Regulatory Path to Restart Three Mile Island Nuclear Plant, Unit 1 On November 19, 2024, Constellation Energy Generation, LLC (CEG), submitted a request for exemption from certain requirements of 10 CFR 50.82(a)(2) as part of its proposed regulatory path to restart Three Mile Island Nuclear Plant, Unit 1, (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24324A048). Specifically, CEG requested an exemption from the 10 CFR 50.82(a)(2) restriction that prohibits reactor power operations and retention of fuel in the reactor vessel. This is the second plant to submit such a request to reauthorize power operations following entering a decommissioning status.
NRR Staff and the Industry-Led Technical Specifications Task Force (TSTF) Conducted a Regularly Scheduled Quarterly Meeting On November 14, 2024, NRR staff and the industry-led Technical Specifications Task Force (TSTF) conducted a regularly scheduled quarterly meeting, as noticed at ADAMS Accession No. ML24303A171. The TSTF presented a proposed approach to address Ultimate Heat Sink Temperature Limits (ML24319A148) and discussed ideas for improvements to the traveler review process. The next TSTF quarterly meeting will take place in February 2025.
NRR and the Office of Nuclear Material Safety and Safeguards (NMSS) Met with Representatives from the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA (IE&E)) at the Pentagon to Discuss Development of a Memorandum of Understanding (MOU) to Support the Armys Advanced Nuclear Power for Installation (ANPI) Project On November 19, 2024, staff from NRR and the Office of Nuclear Material Safety and Safeguards (NMSS) met with representatives from the Office of the Assistant Secretary of the Army for Installations, Energy and Environment (ASA (IE&E)) at the Pentagon to discuss development of a Memorandum of Understanding (MOU) to support the Armys Advanced Nuclear Power for Installation (ANPI) project, which aims to power domestic U.S. Army installations with nuclear power via microreactors. The purpose of this MOU will be initially focused on NEPA activities and site characterization efforts for designated Army installations for the ANPI project, but could be used to support Department of Defense reactor projects more broadly in the future. An MOU coordination team between ASA (IE&E) and the U.S. Nuclear Regulatory Commission (NRC) staff will begin immediately to develop an initial draft of the MOU. NRC Issued Construction Permits to Kairos Power LLC (Kairos) for the Hermes 2 Test Reactor Facility On November 21, 2024, the NRC staff issued construction permits CPTR-7 and CPTR-8 to Kairos Power LLC (Kairos) authorizing construction of the two reactors for the Hermes 2 test reactor facility in Oak Ridge, Tennessee. Issuance of the permits was authorized by Commission Order CLI 24-03.
NRC Staff Hosted a Periodic Public Meeting to Discuss Reactor Oversight Process (ROP)
Topics On November 20, 2024, NRC staff hosted a periodic public meeting to discuss Reactor Oversight Process (ROP) topics including a review of industry input to the Operating Reactors Oversight and Inspection section of the ADVANCE Act (Section 507), a discussion on recent updates to the guidelines for event reporting (NUREG-1022, Revision 3, Supplement 2),
approve the final version of NEI 99-02 Revision 8, Regulatory Assessment Performance Indicators Guideline, and a demonstration of the NRC ROP website inspection findings search dashboard. Attendees included representatives from the Nuclear Energy Institute, the industry, and members of the public. The next bi-monthly public meeting on ROP-related matters is tentatively scheduled for January 29, 2025.
Palisades Restart Panel (PRP) Held a Public Meeting to Discuss Emergency Preparedness for the Site On November 20, 2024, the Palisades Restart Panel (PRP) held a public meeting to discuss Emergency Preparedness for the site, including a presentation from FEMA, as well as recent inspection activities. Over 100 people attended in-person and online. The PRP addressed comments and questions for approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> during the meeting. On November 19, 2024, the staff held a government-to-government meeting and toured the Palisades site. Members from the Polish regulator shadowed the team throughout the trip to gain insights on how the NRC interacts with the public.

On November 22, 2024, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (89 FR 92609) extending the comment period for proposed amendments to its regulations by adding a risk-informed, performance-based, and technology-inclusive regulatory framework for commercial nuclear plants in response to the Nuclear Energy Innovation and Modernization Act. The public comment period for the notice published on October 31, 2024 (89 FR 86918), was originally scheduled to close on December 30, 2024. The NRC has decided to extend the public comment period by an additional 60 days to allow more time for members of the public to develop and submit their comments and for the NRC staff to engage with stakeholders on the proposed rule language. Comments should be filed no later than February 28, 2025.
