(Copy attached.) One of the two enclosures to this 1978 letter is missing from the publicly available ADAMS files. The NRC Public document Room has so far been unable to locate this document for me. This report is essential for a risk assessment of a planned site in close proximity to River Bend Station. The analysis will inform the client on how incidents at the station, including those triggered by natural hazards, could lead to evacuations or power interruptions, potentially causing significant business disruption. These insights will enable the client to evaluate site suitability, consider mitigation strategies, and determine insurance requirements. Application for a Commercial Electrical and Thermal Power Generation Facility at Their Texas A&M RELLIS Campus On November 7, 2024, Texas A&M University submitted a notice of intent to submit an Early Site Permit (ESP) application for a commercial electrical and thermal power generation facility at their Texas A&M RELLIS Campus. The ESP will utilize a plant parameter envelope approach for multiple small modular reactors, potentially from multiple developers and operators, to test and construct reactors ranging from 10 MW to 1000 MW. Texas A&M aims to engage with the U.S.

Nuclear Regulatory Commission (NRC) through pre-application activities starting in March 2025, and anticipates submitting the ESP application in May 2026. Their target online date for initial operation is early to mid-2030.

The Staff Held a Public Information Meeting on its Draft White Paper, Nth-of-a-Kind Microreactor Licensing and Deployment Considerations, and its Enclosures On November 6, 2024, the staff held a public information meeting on its draft white paper, Nth-of-a-Kind Microreactor Licensing and Deployment Considerations (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24268A310), and its enclosures (ML24268A314, ML24302A292, and ML24268A317), which discuss considerations for approval of standardized operational programs at the design stage and options for alternative environmental reviews for microreactors, as well as other topics related to efficient licensing of many microreactors of a standard design. Stakeholders supported the NRC staffs proposed approaches and generally agreed that the scope and prioritization of microreactor topics in the paper and in prior and ongoing initiatives will provide the requested regulatory clarity to proceed with planned deployment models.

Staff Participated in a Utility Services Alliance (USA) Light Water Reactor Sustainability (LWRS) Meeting in Irving, TX On November 6-7, 2024, Region IV, Office of Nuclear Regulatory Research, and Office of Nuclear Reactor Regulation staff participated in a Utility Services Alliance (USA) Light Water Reactor Sustainability (LWRS) meeting in Irving, TX. The meeting provided a detailed overview of remote monitoring at the Power Optimization Center, and industry project updates related to anomaly detection, advanced remote monitoring, cyber security, and fire detection. Attendees included representatives from the Department of Energy, Idaho National Laboratory, USA, Florida Power & Light, Xcel Energy, Talen Energy, and the Nuclear Energy Institute.

Terrestrial USA (TEUSA) Submitted a Revision to its Regulatory Engagement Plan (REP) to Inform the NRC of its Plans for Pre-application Activities in Support of a Standard Design Approval (SDA) Application Anticipated to be Submitted in the Fourth Quarter of 2030 for its Integral Molten Salt Reactor Design On November 4, 2024, Terrestrial USA (TEUSA) submitted a revision to its Regulatory Engagement Plan (REP) (ML24309A142) to inform the NRC of its plans for pre-application activities in support of a Standard Design Approval (SDA) application anticipated to be NOVEMBER 13, 2024 ENCLOSURE C

submitted in the fourth quarter of 2030 for its Integral Molten Salt Reactor design. TEUSAs REP also states that there is a potential for submission of a Construction Permit or Design Certification application prior to a submission of an SDA application.

Abilene Christian University (ACU) Submitted Revision 2 of its REP Describing ACUs Plans Supporting Development and Submittal of an Operating License Application for a Molten Salt (Liquid Fueled) Non-power Research Reactor on the ACU Campus in Abilene, TX On October 31, 2024, Abilene Christian University (ACU) submitted Revision 2 of its REP (ML24305A288) describing ACUs plans supporting development and submittal of an operating license (OL) application for a molten salt (liquid fueled) non-power research reactor on the ACU campus in Abilene, TX. The REP includes plans for commencing construction in April 2025, beginning a staggered readiness assessment of select parts of the OL application in March 2025, and submitting an OL application in July 2025.

Diablo Canyon Unit 1 will Enter Timely Renewal On November 2, 2024, Diablo Canyon Unit 1 will enter timely renewal. Diablo Canyon may continue operating under NRC regulations until the NRC has made a final determination on its license renewal application (LRA), pursuant to the exemption issued in March 2023 (ML23026A102). On November 7, 2023, the LRA (ML23311A154) was received and subsequently docketed. Staff is currently reviewing the LRA and plans to issue its safety evaluation in June 2025. The original license expiration date for Unit 2 is August 26, 2025.

Office of Enforcement Items of Interest Week Ending November 8, 2024 Summary of DPO-2024-001 RE: Code Case N-752 at ANO On September 5, 2024, the U.S. Nuclear Regulatory Commissions (NRCs) Office of Nuclear Reactor Regulation (NRR) issued a directors decision on a Differing Professional Opinion (DPO) submitted on November 1, 2023. The DPO raised concerns regarding an apparent mismatch between what the staff approved and what the licensees have implemented in the use of ASME Code Case N-752 as an alternative under Title 10 of the Code of Federal Regulations (10 CFR) 50.55a(z) and the reduction in quality assurance program commitments under 10 CFR 50.54(a)(4) to comply with 10 CFR Appendix B for certain structures, systems, and components.

The directors decision agreed with some of the DPO concerns and some of the recommendations from the DPO review panel. To carry out those recommendations, the Director of NRR assigned the appropriate NRR staff to (1) coordinate with the Regions to ensure licensees are made aware of the observed implementing procedures, which indicate potential misunderstanding of what the NRC approved and that an exemption from 10 CFR 50, Appendix B has not been granted, (2) develop an Information Notice to provide the necessary clarity regarding the NRCs approval, and (3) initiate improvements to guidance to specifically address quality assurance reductions in commitment.
