Office of Nuclear Reactor Regulation Items of Interest Week Ending April 26, 2024 Issuance of Inspection Manual Chapter (IMC) 2562 On April 24, 2024, staff issued Inspection Manual Chapter (IMC) 2562, "Light Water Reactor Inspection Program for Restart of Reactor Facilities Following Permanent Cessation of Power Operations," effective May 8, 2024, to establish oversight policies, requirements, and guidance for transitioning from a decommissioning reactor facility to an operational power reactor facility subject to the Reactor Oversight Process. The IMC is located at Agencywide Documents Access and Management System (ADAMS) Accession No. ML24033A299.
Advanced Reactor Application Guidance Webpage On April 22, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff published the Advanced Reactor Application Guidance webpage. This guidance tool provides references for a technology-inclusive, risk-informed, and performance-based application. The tool supports applications to be submitted under 10 CFR Part 50 or Part 52 and supports the 10 CFR Part 53 rulemaking effort. It facilitates the efficient and effective licensing of advanced reactors, providing a guide for applicants and the staff on preparing and reviewing advanced reactor licensing applications. The staff will continue to update the tool as references are identified, updated, or developed.
Palisades Nuclear Plant License Renewal Application On April 18, 2024, Holtec Decommissioning International notified the NRC that it intends to submit a subsequent license renewal application for Palisades Nuclear Plant in the first quarter of 2026 (ML24109A162). On May 20, 2022, Palisades permanently ceased power operations.
The renewed Palisades operating license was not set to expire until March 24, 2031. In March 2023, Holtec submitted its proposed regulatory path to resume power operations at Palisades and has subsequently submitted four licensing actions to support this effort, which are currently under review. Palisades is the first plant to request the reauthorization of power operations after being permanently shut down.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending April 26, 2024 U.S. Nuclear Regulatory Commission (NRC) Approved Exemption Request from Susquehanna Nuclear, LLC to Allow Use of MPC-89-CBS Canisters at the Susquehanna Steam Electric Station Unit 1 and Unit 2 Independent Spent Fuel Storage Installation (ISFSI)
On April 22, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff approved an exemption to Susquehanna Nuclear, LLC for Susquehanna Steam Electric Station (SSES) Unit 1 and Unit 2 independent spent fuel storage installation (ISFSI). Susquehanna plans future loading of MPC-89-CBS canisters, which do not meet the terms, conditions, and specifications in the certificate of compliance for the HI-STORM FW MPC Cask System. This exemption was issued six weeks earlier than the requested date and would allow the future loading of six MPC-89-CBS canisters beginning in August 2024. The exemption decision will be published in the Federal Register (Agencywide Documents Access and Management System (ADAMS)
