Framatome Topical Report

On April 16, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff issued the approved version of Framatome Topical Report ANP-10339P, Rev. 0, ARITA - ARTEMIS/RELAP Integrated Transient Analysis Methodology. This approved methodology is currently being referenced in an Accident Tolerant Fuel (ATF)-related Framatome Topical Report ANP-10340P, Rev. 0, Incorporation of Chromia-Doped Fuel Properties in Framatome PWR Methods, and will be referenced in an upcoming license amendment request from a licensee for transition to GAIA

[Framatome s PWR ATF] fuel assemblies.

Constellation Energy Generation Subsequent License Renewal Application

On April 17, 2024, Constellation Energy Generation, LLC submitted a subsequent license renewal application of Operating License Nos. DPR-19 and DPR-25 for Dresden Nuclear Power Station (DNPS), Units 2 and 3, respectively. The initial operating license was issued on February 20, 1991, for Unit 2 and January 12, 1971, for Unit 3. The initial renewed licenses for both units were issued on October 28, 2004. Both units are boiling water reactors with Mark 1 containments and are in Morris, IL. The current renewed licenses expire on December 22, 2029, for Unit 2, and January 12, 2031, for Unit 3. (Note: A Provisional Operating License for DNPS, Unit 2 (DPR-19) was issued on December 22, 1969 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML021140446); this was replaced by a full-term Facility Operating License on February 20, 1991 (ML021150637).

Palisades Nuclear Plant Public Meeting

On April 17, 2024, the staff hosted a hybrid public outreach meeting near the Palisades Nuclear Plant. The purpose of the meeting was to introduce the NRC Palisades Restart Panel, describe the agency activities associated with the potential restart of the site, and address public comments and questions. There were over 100 attendees in-person with an additional 250 participating remotely. The staff intends to hold its next quarterly public meeting near the site in July 2024.

Limerick Digital Instrumentation and Controls License Amendment

On April 17, 2024, the staff informed Constellation by letter that the estimated completion date for the review of the Limerick digital instrumentation and controls license amendment requests has been changed from October 31, 2024, to December 9, 2024. As stated in the letter, the estimated completion date was changed to account for delays in receiving information from the licensee that is necessary for the NRC staff to complete the review and the submittal by the licensee of substantial amount of new information for review. The NRC staff accepted the license amendment requests for review on December 9, 2022 (ML22339A064). The estimated review completion date was changed once before due to delays by the licensee in providing information needed to complete the review (ML23187A096).

APRIL 25, 2024 ENCLOSURE C Kairos Power LLC Hermes 2 Draft Environmental Assessment (EA) and Draft Finding of No Significant Impact (FONSI)

On April 19, 2024, the staff issued a draft environmental assessment (EA) and draft Finding of No Significant Impact (FONSI) for the Kairos Power LLC Hermes 2 test reactor facility construction permit (CP) application (ML24103A002). An accompanying Federal Register Notice is expected to be issued the week of April 22, 2024, to support a 30-day public comment period on the draft EA. The staff concluded in the draft EA that the potential direct, indirect, and cumulative environmental impacts from the proposed Hermes 2 facility would not be significant.

After consideration of any public comments received, the NRC staff will make a final determination as to whether preparation of an environmental impact statement is necessary or whether a FONSI can be issued for the Hermes 2 CP application.

U.S. Nuclear Regulatory Commission (NRC) Published Draft Report for Public Comment NUREG-1437, Supplement 26, Second Renewal On April 12, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff published for public comment the draft report, Site-Specific Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 26, Second Renewal, Regarding Subsequent License Renewal for Monticello Nuclear Generating Plant, Unit 1, NUREG-1437, Supplement 26, Second Renewal, Agencywide Documents Access and Management System (ADAMS) Accession No. ML24102A276.

NRC Approved Exemption Request from Tennessee Valley Authority (TVA) to Allow Use of MPC-37-CBS Canisters at the Watts Bar Unit 1 and Unit 2 Independent Spent Fuel Storage Installation (ISFSI)

On April 17, 2024, the NRC staff approved an exemption to Tennessee Valley Authority (TVA) for Watts Bar Unit 1 and Unit 2 independent spent fuel storage installation (ISFSI). TVA plans future loading of MPC-37-CBS canisters, which do not meet the terms, conditions, and specifications in the certificate of compliance for the HI-STORM FW Cask System. This exemption was issued six weeks earlier than the requested date, and it would allow the future loading of five MPC-37-CBS canisters beginning in July at the Watts Bar ISFSI. The exemption decision will be published in the Federal Register (ML24082A069).

List of Approved Spent Fuel Storage Casks: FuelSolutions TM Spent Fuel Management System; Certificate of Compliance No. 1026, Renewal of Initial Certificate and Amendment Nos. 1 Through 4 and Direct Final Rule; 10 CFR Part 72 [NRC-2023-0220; RIN 3150-AL05]

On April 19, 2024, the NRC published a notice in the Federal Register (89 FR 28572) amending its spent fuel storage regulations by revising the listing within the List of approved spent fuel storage casks to include Amendment Nos. 1 Through 4 to Certificate of Compliance No. 1026.

The renewal of the initial certificate of compliance and Amendment Nos. 1 through 4 for 40 years would revise the certificates conditions and technical specifications to address aging management activities related to the structures, systems, and components important to safety of the dry storage system to ensure that these will maintain their intended functions during the period of extended storage operations. Comments are requested by, May 20, 2024. The companion proposed rule was also published in the Federal Register on April 19, 2024 (89 FR 28687). This direct final rule is effective July 3, 2024.
