FOIA- Peterson, - Requester is seeking a list of all 11/06/2023 2024- Thomas unresolved orphan source incidents 000031 investigated by the Nuclear Regulatory Commission be furnished for public release. This refers to orphan source incidents investigated in which the radioactive source was ultimately not located. This request includes all NOVEMBER 20, 2023 ENCLOSURE B

In addition to the Australian incident, a similar but unrelated occurrence would be the 1958 Tybee Island incident, which left radioactive materials in the water off the coast of Georgia but made these materials unrecoverable due to the size of the search area. The Tybee incident is used only to demonstrate an example of radioactive materials being deemed unrecoverable or lost. While the Tybee Island incident would be classified as a "broken arrow", this request refers only to incidents deemed by the NRC to be "orphan sources". The full list should include dates, locations, descriptions of materials lost, a summary of circumstances causing the incident, and reasons in which retrieval was not possible FOIA- Curran, Harmon, Requester is seeking NRC records 11/06/2023 2024- Diane Curran,Spielb related to statements made by NRC 000032 erg & officials and officials of the Advisory Eisenberg Committee on Reactor Safeguards LLP (ACRS) at a briefing on October 6, 2022. This FOIA request covers records in the possession of both the NRC and the ACRS.

Office of Nuclear Reactor Regulation Items of Interest Week Ending November 10, 2023 NRC Staff Supported a Public Outreach Meeting Regarding Construction Permit Application for TerraPowers Natrium Demonstration Reactor On November 7, 2023, U.S. Nuclear Regulatory Commission (NRC) staff from several offices supported a public outreach meeting in Kemmerer, Wyoming, regarding the forthcoming construction permit application for TerraPowers Natrium demonstration reactor that would be sited in the area (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML23306A126 and ML23306A210). The outreach meeting included afternoon and evening sessions, each with an open house, formal NRC staff presentation, and question and answer session. Topics addressed during the meeting included the NRCs process for reviewing reactor license applications and ways in which the public can engage throughout the review process. Meeting attendees included congressional staffers, state legislators, local officials, and members of the general public.

Pacific Gas and Electric Company Submitted a License Renewal Application for Diablo Canyon Power Plant, Units 1 and 2 On November 7, 2023, Pacific Gas and Electric Company submitted a license renewal application (LRA) for Diablo Canyon Power Plant, Units 1 and 2 (Diablo Canyon), requesting an additional 20 years beyond the current license expiration dates (ML23311A154). The Diablo Canyon initial licenses expire on November 2, 2024, and August 26, 2025, for Unit 1 and Unit 2, respectively. In 2018, Diablo Canyon withdrew its previously submitted LRA and recently requested and was granted an exemption from timely renewal requirements so long as a sufficient LRA is submitted no later than December 31, 2023.

X-Energy Submitted a Regulatory Engagement Plan for Project Long Mott On November 8, 2023, X-energy submitted a regulatory engagement plan (REP) for Project Long Mott (ML23312A251) identifying proposed pre-application topics for discussion (including an environmental report readiness assessment) with the NRC staff in support of their construction permit (CP) application for deployment of X-energys Xe-100 design at the Dow Chemical site in Seadrift, TX. The REP indicates that the CP application will be submitted in two parts (preliminary safety analysis report (PSAR) on April 1, 2024, and the environmental report and Chapter 2 of the PSAR on July 1, 2024). Furthermore, the REP identifies the third quarter of 2026 as the target date for the operating license and material license applications.

Utah Associated Municipal Power System and NuScale Power Agreed to Terminate the Carbon Free Power Project On November 8, 2023, Utah Associated Municipal Power System and NuScale Power announced that they have agreed to terminate the Carbon Free Power Project (CFPP), a planned 6-module, 77MWe, power plant referencing the NuScale US460 Standard Design.

Challenges in securing enough subscribers to purchase the power generated is cited as the reason for terminating the project. In July 2023, CFPP had submitted an application for a limited work authorization (LWA) to conduct certain early construction activities at the CFPP site and was planning to submit the Combined License Application for NRC staff review and approval in NOVEMBER 20, 2023 ENCLOSURE C

January 2024. The staff anticipates engaging CFPP and NuScale in the very near future to discuss the path forward with regard to the LWA review and orderly wrap-up of the project.

NRR Staff and the Industry-led Technical Specifications Task Force Conducted Quarterly Meeting On November 7, 2023, Office of Nuclear Reactor Regulation staff and the industry-led Technical Specifications Task Force (TSTF) conducted their quarterly meeting (ML23299A250).

Participants discussed a broad list of topics, including progress of the NRC staff review of active TSTF Travelers and the status of the revision to the standard technical specifications for the Westinghouse AP1000 plant design. Participants also discussed potential new Travelers. The next TSTF quarterly meeting is planned for February 2024.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending November 10, 2023 Increased Enrichment of Conventional and Accident Tolerant Fuel Designs for Light-Water Reactors; Extension of Comment Period [NRC-2020-0034; RIN 3150-AK79]

On November 6, 2023, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 76143) extending the comment period on the regulatory basis to support a rulemaking to amend the NRCs regulations related to the use of conventional and accident tolerant light-water reactor fuel designs. The public comment period for the notice published on September 8, 2023 (88 FR 61986) was originally scheduled to close on November 22, 2023. The NRC decided to extend the public comment period by 60 days to allow more time for members of the public to develop and submit their comments. Comments should be filed no later than January 22, 2024.
