Office of Nuclear Reactor Regulation Items of Interest Week Ending November 3, 2023 U.S. Nuclear Regulatory Commission Issued Exigent License Amendment for Fermi Unit 2 to Revise Technical Specifications 3.8.1, AC Sources-Operating On October 30, 2023, the U.S. Nuclear Regulatory Commission (NRC) staff issued an Exigent License Amendment for Fermi Unit 2 to revise Technical Specifications (TS) 3.8.1, AC Sources-Operating (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML23297A051). DTE Electric Company submitted the amendment request under exigent circumstances to allow for a one-time extension of the Required Action B.4 Completion Time, from 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> to 7 days, to perform online repairs to the Division I Mechanical Draft Cooling Tower A and C fan pedestals. In addition, this exigent amendment also approved an editorial correction to the one-time footnote on TS 3.7.2, Emergency Equipment Cooling Water/Emergency Equipment Service Water System and Ultimate Heat Sink. The temporary one-time extension will expire at 2359 on November 19, 2023.

NRC Acceptance of Request for Exemption from 10 CFR 50.82(a)(2) to Support Reauthorization of Power Operations at Palisades Nuclear Plant On November 3, 2023, the NRC staff issued its letter accepting for review the request from Holtec Decommissioning International, LLC (HDI) for exemption from certain requirements of 10 CFR 50.82(a)(2) as part of its proposed regulatory path to restart Palisades Nuclear Plant (ML23291A440). The NRC staff recognized that this exemption is part of several licensing actions Holtec intends to request in order to enable the restart of operations. Specifically, on September 28, 2023, HDI requested an exemption from the 10 CFR 50.82(a)(2) restriction that prohibits reactor power operations and retention of fuel in the reactor vessel (ML23271A140).

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending November 3, 2023 List of Approved Spent Fuel Storage Casks: Holtec International HI-STORM, Certificate of Compliance No. 1014, Renewed Amendment No. 17 [NRC-2022-0188; RIN 3150-AK89]

On October 30, 2023, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 74019) amending its spent fuel storage regulations by revising the Holtec International HI-STORM 100 Cask System within the List of approved spent fuel storage casks to include Renewed Amendment No. 17 to Certificate of Compliance No. 1014.

Because this amendment is subsequent to the renewal of the HI-STORM 100 Cask System Certificate of Compliance No. 1014 and, therefore, subject to the Aging Management Program requirements of the renewed certificate, NRC is referring to it as Renewed Amendment No.

17. Renewed Amendment No. 17 updates the HI-STORM 100 Cask System description in the certificate of compliance to indicate that only the portions of the components that contact the pool water need to be made of stainless steel or aluminum. The companion proposed rule was also published in the Federal Register on October 30, 2023 (88 FR 74068). This direct final rule is effective January 16, 2024.
