Office of Nuclear Reactor Regulation Items of Interest Week Ending October 6, 2023 NRC Authorized Amendments to Revise the Turkey Point Nuclear Generating Unit Nos. 3 and 4 Technical Specifications to the Improved Standard Technical Specifications On September 27, 2023, the U.S. Nuclear Regulatory Commission (NRC) authorized amendments to revise the Turkey Point Nuclear Generating Unit Nos. 3 and 4 Technical Specifications to the Improved Standard Technical Specifications (ISTS), consistent with NUREG-1431, Standard Technical Specifications - Westinghouse Plants, Revision 5 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23234A192). This is the first full ISTS conversion reviewed and approved since 2015. There are 4 plants still eligible for a full conversion from their original custom technical specifications, and several others that are planning upgrades to their older ISTSs. These are being planned in part based on plants being granted extended operating licenses. The NRC encourages licensees to upgrade and standardize their technical specifications consistent with the Final Commission Policy Statement on Technical Specification Improvements for Nuclear Power Reactors, dated July 22, 1993, conforming, to the extent practical, to the latest revision of the ISTS.
NRC Received the Columbia Class Submarine Safety Analysis Report from Naval Reactors On October 3, 2023, NRC staff received the COLUMBIA Class Submarine Safety Analysis Report from Naval Reactors. Per interagency agreement, the NRC is providing technical services to peer review the reactor safety aspects of the S1B COLUMBIA Class ballistic missile submarine nuclear propulsion plant design. The review is scheduled to be completed in December 2024.
NRC Staff Held Public Pre-Submittal Meeting with Holtec Decommissioning International, LLC to Discuss Plan to Submit a License Transfer Application at the Palisades Nuclear Power Plant On October 3, 2023, the Office of Nuclear Reactor Regulation and the Office of Nuclear Material Safety and Safeguards staff held a public pre-submittal meeting with Holtec Decommissioning International, LLC (HDI) to discuss their plan to submit a license transfer application as part of their regulatory path to request reauthorization of power operation at the Palisades Nuclear Power Plant (ML23235A240). During the meeting, the staff provided feedback on the planned application, including questions about HDIs staffing plans and organizational structure.
Approximately 100 people attended the meeting, which included board members of local townships in Michigan, as well as members representing Beyond Nuclear and Dont Waste Michigan organizations. A portion of the meeting was closed to discuss proprietary material.

Office of Nuclear Material Safety and Safeguards Items of Interest Week Ending October 6, 2023 Regulatory Framework for Fusion Systems: Availability of Preliminary Proposed Rule Language; 10 CFR Parts 20, 30, and 51; Public Meeting [NRC-2023-0071; RIN 3150-AL00]
On October 4, 2023, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (88 FR 68506) announcing that it is considering amending its byproduct material regulations to establish a regulatory framework for fusion systems. The NRC is making available preliminary proposed rule language for a limited-scope, technology-inclusive framework that will be added to NRC's regulations in the Code of Federal Regulations. The NRC plans to hold public meetings in October and November 2023, to promote understanding of the preliminary proposed rule and facilitate transparency in its public rulemaking process.

On October 3, 2023, the NRC published a notice in the Federal Register (88 FR 67929) amending its spent fuel storage regulations by revising the TN Americas, LLC, Standardized Advanced NUHOMS Horizontal Modular Storage System listing within the List of approved spent fuel storage casks to include Renewed Amendment No. 18 to Certificate of Compliance No. 1004. Renewed Amendment No. 18 amends the certificate of compliance to provide an improved basket design, revise technical specifications, and incorporate administrative controls during short duration independent spent fuel storage installation handling operations. The amendment also includes a change to the horizontal storage module concrete to allow use of a blended Portland cement that meets the requirements of American Society for Testing and Materials Standards. The companion proposed rule was also published in the Federal Register on October 3, 2023 (88 FR 67987). This direct final rule is effective December 18, 2023.
