Items of Interest Week Ending November 25, 2022 NRC Holds a Quarterly Public Meeting with the Technical Specifications Task Force On November 16, 2022, NRR staff and the industry-led Technical Specifications Task Force (TSTF) conducted a regularly scheduled quarterly meeting, as noticed at Agencywide Documents Access and Management System Accession No. ML22312A446. Discussions included: status of revision 1 to NUREG-2194 (AP1000 standard technical specifications (TS)),

lessons learned from risk-informed completion time program implementation, natural phenomenon protection and TS operability, and two new projects the TSTF is considering (reducing the level of detail in the spent fuel pool TS and revising the pressurized-water reactor emergency core cooling system shutdown requirements).

NRC Issues a Letter to Abilene Christian University on the Molten Salt Research Reactor On November 18, 2022, the NRC staff submitted a letter to Abilene Christian University (ACU) informing ACU of its decision to accept for docketing the construction permit application for the Molten Salt Research Reactor. The U.S. Nuclear Regulatory Commission (NRC) staff is commencing the detailed technical review of the construction permit application. A Federal Register notice will be published to inform the public of this acceptance decision. More detailed information on the review schedule will be provided to ACU in a subsequent letter.

NRC Issues a Renewed License for the University of California-Davis TRIGA Research Reactor On November 21, 2022, the NRC staff issued a renewed license for the Regents of the University of California for the University of California-Davis, McClellan Nuclear Research Center, Training, Research, Isotope, General Atomics (TRIGA) research reactor, in response to their license renewal application dated June 11, 2018. The renewed license authorizes continued operation of the TRIGA-type research reactor at power levels not to exceed 1.0 MW for a period of 20 years from the date of issuance.

NRC Issues a Letter Regarding the Limerick Digital Instrumentation and Control License Amendment Request On November 21, 2022, the NRC staff issued Constellation a letter (ML22320A113) requesting that the licensee supplement the Limerick digital instrumentation and controls license amendment request by December 5, 2022. Specifically, the NRC staff asked Constellation to provide additional technical design information on the component interface module used in the digital plant protection system planned for Limerick. The component interface module technical design information is needed to provide sufficient technical scope and depth for a detailed technical review of the license amendment request. After receiving Constellations response, the NRC staff will complete the acceptance review for the Limerick digital instrumentation and controls license amendment request.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending November 25, 2022 NRC Issued Acceptance Letter Docketing the TRISO-X Safety Application and Environmental Report On November 18, 2022, the U.S. Nuclear Regulatory Commission staff issued an acceptance letter for docketing the TRISO-X safety application and environmental report to request a license to construct and operate a new fuel fabrication facility in Oak Ridge, Tennessee (ML22320A110). Approval for docketing the application represents the first milestone in the review of this new facility to manufacture fuels for existing commercial reactors and High Assay Low Enriched Uranium to support advanced reactors. The acceptance letter also provides a 30-month review schedule for processing the application and developing the environmental impact statement, subject to timely and adequate responses to requests for additional information.

This established schedule supports completion of the review within the three-year NEIMA metric.
