Items of Interest Week Ending September 30, 2022 NRC Attends Closed Framatome Annual Fuel Performance Meeting in Richland, Washington On September 22, 2022, a closed hybrid fuel performance meeting was held between the U.S.
Nuclear Regulatory Commission (NRC) staff and Framatome at their facility in Richland, Washington for updates on Framatomes fuel activities, facilities, products, customer needs, and planned topical report submittals. The topics discussed included advanced fuel management (AFM) plans, AFM implementation at their Richland fuel fabrication facility, boiling water reactor and pressurized water reactor fuel designs, performance, and operating experience.
NRC Pauses Acceptance Review of Abilene Christian University Molten Salt Research Reactor Construction Permit Application On September 27, 2022, the staff notified Abilene Christian University (ACU) that acceptance review of the ACU molten salt research reactor construction permit application is being paused to allow the applicant to provide supplemental information prior to making an acceptance determination (Agencywide Document Access and Management System Accession No. ML22227A201). The staff clarified the items requiring supplemental information during a clarification call held on September 22, 2022. ACU is expected to submit the supplemental information on the docket within 30 days from the clarification call.
Constellation Energy Generation, LLC Submits License Amendment Request to Incorporate Digital Modifications On September 26, 2022, Constellation Energy Generation, LLC submitted license amendment requests (ML22269A569) to revise the licensing and design basis of Limerick Generating Station, Units 1 and 2 to incorporate planned digital modifications. The planned modification would replace the existing analog control logic hardware of the reactor protection system instrumentation, nuclear steam supply shutoff system instrumentation, the emergency core cooling system instrumentation, and the reactor core isolation cooling system instrumentation with a new single digital control system named the plant protection system. The amendment requests include other changes to plant functions and the reactivity control system. The licensee requested NRC approval of the license amendment requests by March 1, 2024, to support implementation of the digital modernization project at Unit 1 during a refueling outage scheduled to start in April 2024. As part of the acceptance review of the amendment requests, the NRC staff will develop a review schedule.
NRC Staff Hosts Bi-Monthly Reactor Oversight Process Meeting On September 28, 2022, the NRC staff hosted a Reactor Oversight Process (ROP) Bi-Monthly Meeting, using a hybrid format. Topics included: Status of the Significance Determination Process Timeliness Review (ML22269A480), Overview of Engineering Inspection Initiatives (ML22265A176), ROP Enhancement and COVID Lessons Learned Status Updates, and PRA Configuration Control Review Update (ML22263A477). Attendees included NEI, NextEra, Entergy and other industry members. The next ROP Bi-Monthly public meeting is tentatively scheduled for November 17, 2022.

NRC Staff participates in the PWR Owners Group Future Risk-Informed Applications Summit On September 27-28, 2022, NRR, Office of Nuclear Security and Incident Response, and Office of Nuclear Regulatory Research staff participated in the Pressurized Water Reactor Owners Group (PWROG) Future Risk-Informed Applications Summit. Similar to last year, the PWROG facilitated an open forum for industry and NRC discussions of new and future risk applications, including identifying potential benefits and obstacles. Areas identified for potential risk informed applications included Title 10 of the Code of Federal Regulations 50.59 (Changes, Tests, and Experiments), dose analysis, topical reports, risk-informed security, and aging management.
The PWROG obtained industry interest in moving forward with the majority of the topical areas and plans to conduct future meetings to discuss timelines for next steps. The summit was successful in providing a venue of sharing industry and NRC insights on the future of risk informed applications.

On September 27, 2022, the U.S. Nuclear Federal Commission (NRC) published a notice in the Federal Register (87 FR 58459) to inform the public that the NRC has discontinued a rulemaking activity that would have revised the current financial qualification requirements of reasonable assurance to the review standard of appears to be financially qualified. NRC staff will address financial qualifications during the development of an ongoing rulemaking to establish part 53, Risk-Informed, Technology Inclusive Regulatory Framework for Advanced Reactors.

Adobe Software Licenses and Support On September 23, 2022, contract number NNG15SD74B/31310022F0144 was awarded to Software Information Resource Corp. in Washington, DC. The purpose of this contract is to acquire Adobe software licenses and support. The period of performance is from November 17, 2022, through November 16, 2023, with no option periods. The total potential value of the contract can be up to $752,001.89.
Support Services with Administrative Activities Associated with Public Health Emergencies On September 23, 2022, contract number 31310022C0039 was awarded to the Chenega Reliable Services, LLC. in Anchorage, AK. The purpose of this contract is to obtain nonpersonal support services to provide assistance with administrative activities associated with Public Health emergencies, such as but not limited to, COVID-19 or any other communicable diseases.
The period of performance is from November 1, 2022, through October 31, 2023, with nine option periods. The total potential value of the contract can be up to $1,932,120.00.
