Items of Interest Week Ending September 16, 2022 NRC Conducts a Probabilistic Risk Assessment (PRA) Configuration Control Tabletop at Waterford During September 12-15, 2022, NRR/Division of Risk Assessment staff, supported by NRR and Region 4 staff, conducted a PRA Configuration Control tabletop at Waterford. This was the third tabletop conducted of the eight planned, as part of a voluntary effort that was coordinated between Nuclear Energy Institute and industry. The information and insights gleaned from the tabletops will be used to inform potential future inspection efforts in this area.

NRC Holds a Public Meeting with NuScale and Carbon Free Power Project on Volcano Hazards Analysis Methodology On September 14, 2022, the staff held a public meeting with NuScale and Carbon Free Power Project (CFPP) to discuss CFPPs White Paper, entitled, Volcano Hazards Analysis Methodology, Rev. 0, dated August 12, 2022 (Agencywide Document and Access Management System (ADAMS) Accession No. ML22224A196). At the meeting, NuScale and CFPP provided an overview of the methodology and highlighted that the White Paper methodology follows the staffs guidance provided in Regulatory Guide 4.26, Volcanic Hazards Assessment for Proposed Nuclear Power Reactor Sites.

NRC Holds a Public Meeting with NuScale and Carbon Free Power Project on Limited Work Authorization Requests On September 13, 2022, the staff held a public meeting with NuScale and CFPP to discuss CFPPs plans for submitting several limited work authorization requests. Publicly available versions of the public meeting slides can be found at ADAMS Accession No. ML22251A399.

On September 14, the staff also responded to CFPPs August 2, 2022, letter (ADAMS Accession No. ML22214A172), which requested that the staff clarify whether abandoning-in-place the excavation support would be considered construction. The staffs response can be found at ADAMS Accession No. ML22222A012.

NRC Holds a Public Meeting on Turkey Point Digital Instrumentation and Control On September 13, 2022, the Nuclear Regulatory Commission (NRC) staff held a public meeting with Florida Power & Light to discuss information missing and other review challenges that have been identified in the NRC acceptance review of the Turkey Point digital instrumentation and control license amendment request (ADAMS Accession No. ML22251A173). During the meeting, the NRC staff informed Florida Power & Light that it will be given an opportunity to supplement its amendment request by October 5, 2022, to address missing information needed for the NRC staff to accept the application for review.

NRC Conducts Meetings with Southern Nuclear Operating Company on Vogtle Units 1 and 2 Online Monitoring On September 13, 2022, a partially open and partially closed meeting was held between the NRC and representatives of Southern Nuclear Operating Company (SNC). The purpose of the meeting was for SNC to describe its plan to submit a license amendment request (LAR) for online monitoring (OLM) for Vogtle, Units 1 and 2. The proposed Vogtle Units 1 and 2 LAR would revise Technical Specification (TS) 1.1, Use and Application Definitions and add TS 5.5.22, Online Monitoring Program. SNC proposes to use an OLM methodology as the technical basis to switch from time-based surveillance frequency for channel calibrations to a condition-based calibration frequency based on OLM results. The proposed change will be based on the topical report by Analysis and Measurement Services Corporation (AMS) with topical report number AMS-TR-0720R2-A, Online Monitoring Technology to Extend Calibration Intervals of Nuclear Plant Pressure Transmitters, for which the NRC transmitted its final Safety Evaluation dated August 11, 2021 (ADAMS Accession No. ML21179A061). SNC will be the first licensee to submit a LAR to use this OLM approach and methodology, for Vogtle Units 1 and 2.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending September 16, 2022 Harmonization of Transportation Safety Requirements with IAEA: Proposed Rule and Guidance; Request for Comment; 10 CFR Part 71 (NRC-2016-0179; 3150-AJ85)

On September 12, 2022, the Nuclear Regulatory Commission (NRC), in consultation with the U.S. Department of Transportation, published a notice in the Federal Register (87 FR 55708),

proposing to amend its regulations for the packaging and transportation of radioactive material.

The NRC has historically revised its transportation safety regulations to ensure harmonization with the International Atomic Energy Agency standards. These changes are necessary to maintain a consistent regulatory framework with the U.S. Department of Transportation for the domestic packaging and transportation of radioactive material and to ensure general accord with International Atomic Energy Agency standards. Concurrently, the NRC is issuing for public comment Draft Regulatory Guide DG-7011, which would become Revision 3 to Regulatory Guide 7.9, Standard Format and Content of Part 71 Applications for Approval of Packages for Radioactive Material. Comments are requested by November 28, 2022.

NMSS Staff Issued Renewed License for Westinghouse Electric Company, LLCs Columbia Fuel Fabrication Facility On September 12, 2022, the staff issued a renewed special nuclear material (SNM) license (SNM-1107) to Westinghouse Electric Company, LLCs Columbia Fuel Fabrication Facility to continue to operate for an additional 40 years (Agencywide Document and Access Management System (ADAMS) Accession No. ML22157A348), as well as a Record of Decision (ADAMS Accession No. ML22180A221) for the final Environmental Impact Statement (ADAMS Accession No. ML22201A131). The NRC staff notified Congress, state and local officials, tribes, and other stakeholders. A notice of availability of the renewed license and associated safety evaluation was published in the Federal Register. The facility manufactures commercial reactor fuel and is located in Hopkins, South Carolina.
