Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending August 12, 2022 NRC Public Meeting with Atomic Alchemy, Inc.

On August 9, 2022, staff from NRR, the Office of Nuclear Material Safety and Safeguards and the office of Nuclear Regulatory Research held a hybrid, observation public meeting with Atomic Alchemy, Inc. (AAI) to discuss their planned construction permit (CP) application for a Mo-99 production facility. AAI has a Memorandum of Understanding with the Department of Energy, Idaho Operations Office and plans for the facility to be located west of Idaho Falls, near Idaho National Laboratory. AAI presented an overview of their design, draft CP application, and preliminary safety analysis report. U.S. Nuclear Regulatory Commission staff provided high-level feedback and stressed the importance of pre-application audits to promote an efficient review for the novel AAI design. The meeting was well attended, with over 20 attendees from the public and industry.

Office of Nuclear Material Safety and Safeguards (NMSS)

Items of Interest Week Ending August 12, 2022 Unified Agenda of Federal Regulatory and Deregulatory Actions: Semiannual Regulatory Agenda; 10 CFR Chapter I; NRC-2022-0091 On August 8, 2022, the U.S. Nuclear Regulatory Commission (NRC) published its semiannual regulatory agenda (the Agenda) (87 FR 48420) in accordance with Public Law 96-354, The Regulatory Flexibility Act, and Executive Order 12866, Regulatory Planning and Review. The NRCs Agenda is a compilation of all rulemaking activities on which we have recently completed action or have proposed or are considering action. We have completed 13 rulemaking activities since our complete Agenda was issued online at the Office of Management and Budget's website at https://www.reginfo.gov on December 10, 2021. This issuance of our Agenda contains 28 active and 21 long-term rulemaking activities: 3 are Economically Significant; 14 represent Other Significant agency priorities; 30 are Substantive, Nonsignificant rulemaking activities; and 2 are Administrative rulemaking activities. In addition, 5 rulemaking activities impact small entities. The NRCs last Agenda was issued for public comment on January 31, 2022 (87 FR 5378). Comments on rulemaking activities as identified in this Agenda are requested by September 7, 2022.

Homestake Mining Company Submitted a License Amendment Request On August 8, 2022, the Homestake Mining Company of California (HMC) submitted a license amendment request to the NRC for groundwater Alternate Concentration Limits (ACLs) for the Grants Reclamation (GRP) Project in Grants, NM. The GRP is a former uranium mill site that has 23.5 million tons of tailings, groundwater contamination, and is also an Environmental Protection Agency Superfund site. Groundwater corrective action activities have been ongoing since the 1970s. The HMC is requesting alternate groundwater standards, or ACLs. The staff will conduct a 90-day acceptance review and the NRC will collaborate with other Federal agencies during the full review.

NMSS Staff Issued Revision Three to Framatome Model No. TN-B1 Transportation Package On August 10, 2022, staff issued Certificate of Compliance No. 9372, Rev. 3, to Framatome, Inc. for the Model No. TN-B1 transportation package. Changes made in the certificate allow Framatome to ship channeled Boiling Water Reactor (BWR) ATRIUM 11 (11x11) fresh fuel assemblies with an increase of the allowable fuel channel side thickness to bound fabrication tolerances and have new materials for the shock isolating system in the outer and inner containers of the TN-B1 packaging in order to prevent fretting on the fuel rods. The package will be used for the shipment of a reactor core reload in October 2022. The Model No. TN-B1 package had been previously approved for the shipment of BWR ATRIUM 10XM (FANP 10X10) fresh fuel assemblies, equipped with inert test rods, to support the development of Enhanced Accident Tolerant Fuels.

NMSS Staff Issued Amendment 19 for the American Centrifuge Plant in Piketon, Ohio On August 11, 2022, the NRC staff issued Amendment 19 to American Centrifuge Operatings (ACO) license for the American Centrifuge Plant (ACP) in Piketon, Ohio, extending its authorization for the High-Assay Low-Enriched Uranium (HALEU) demonstration program to November 30, 2022. This authorization, which the NRC initially granted ACO on June 11, 2021, as part of Amendment 13 to the ACP license, expired on May 31, 2022. The HALEU demonstration program involves installation of a 16 operating centrifuge cascade and production of up to 200 kilograms of HALEU in the form of UF6 in existing Department of Energy buildings leased by ACO.
