Items of Interest Week Ending JANUARY 22, 2021 NRC Issued Acceptance Letter for Point Beach Subsequent License Renewal Application On January 15, 2021, the NRC issued the formal acceptance letter for the Point Beach Subsequent License Renewal Application (Agencywide Documents Access and Management System (ADAMS) Accession No. ML21006A417). The staff completed its acceptance review of the application on January 8, 2021 and notified NextEra Energy (NextEra) via email (ADAMS Accession No. ML21012A365) that the application was acceptable for docketing. NextEra submitted an application for a subsequent license renewal for the renewed Facility Operating License Nos. DPR-24 and DPR-27 for Point Beach Nuclear Plant, Units 1 and 2, on November 16, 2020 (ADAMS Accession No. ML20329A292). The application requests operation for an additional 20 years for the already-renewed operating licenses. The initial operating licenses for Point Beach were issued on October 5, 1970, for Unit 1 and on March 8, 1973, for Unit 2, and the initial renewed licenses for both units were issued on December 22, 2005. The current expiration dates are October 5, 2030, for Unit 1 and March 8, 2033, for Unit 2.
NRC Hosted Public Webinar on Licensing Advanced Reactors On January 21, 2021, the NRC held a public webinar on regulatory improvements to support the licensing of advanced reactors (ADAMS Accession No. ML21012A036). Topics included advanced reactor priorities, promoting preapplication engagement to optimize application reviews, endorsement efforts for the Advanced Non-Light-Water Reactor Probabilistic Risk Assessment Standard and American Society of Mechanical EngineersSection III, Division 5, advancing atmospheric transport dispersion capabilities in MELCOR Accident Consequence Code System, recent and upcoming U.S. Department of Energy (DOE) Gateway for Accelerated Innovation in Nuclear initiatives, and DOE Advanced Reactor Demonstration Program updates.
This meeting was in support of Strategy 2 (computer codes), Strategy 3 (regulatory framework),
Strategy 4 (codes and standards), and Strategy 5 (resolution of policy issues) of the advanced reactor implementation action plans. More information on the vision, strategy and implementation action plans can be found at https://www.nrc.gov/reactors/new-reactors/advanced/details.html#visStrat.
NRC Hosted Public Meeting on Researching License Renewal to 100 Years On January 21, 2021, the NRC held a public meeting to help inform the NRCs decision on whether to pursue research related to the potential for a license renewal that would authorize reactor plant operation for up to 100 years (ADAMS Accession No. ML21019A481). The purpose of the meeting was to get stakeholders perspectives and comments on whether the NRC should begin to consider the potential technical issues and guidance document development related to license renewal that would authorize nuclear power plant operation for up to 100 years, and when that work should begin. A variety of stakeholders provided comments during the meeting. The presenters slides are available at ADAMS Accession No. ML21022A019. A related meeting will be held in February 2021 to discuss the potential of authorizing a license renewal period of 40 years rather than the current 20 years.

NRC Issued Order Approving Extension to Bellefonte Construction Permits On January 22, 2021, the NRC issued an Order to approve Tennessee Valley Authoritys (TVA) request to extend the expiration dates of construction permits for Bellefonte Nuclear Plant (BLN), Units 1 and 2, to October 1 (ADAMS Accession No. ML20335A393). The construction permits for BLN, Units 1 and 2, are currently in timely renewal in accordance with Title 10 of the Code of Federal Regulations 2.109. In its August 28, 2020 letter to the NRC (ADAMS Accession No. ML20244A305), TVA stated that it needs this extension to allow the Federal District Court of Alabama time to make a decision in the ongoing litigation between TVA and Nuclear Development, LLC, concerning the sale and ownership of BLN.
Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. There were no approved licensing actions during this reporting period. Items of Interest Week Ending JANUARY 22, 2021 Staff Participated in Meeting on Securing Energy Infrastructure On January 19, 2021, the NRC staff participated in a meeting of the Securing Energy Infrastructure (SEI) Task Force (TF) Senior Technical Group (STG), led by the Department of Energys Office of Cybersecurity, Energy Security, and Emergency Response. Members of the STG represent government organizations, utilities, academia, and national laboratories. The SEI TFs Congressionally-mandated mission is to advise a two-year pilot program to isolate and defend critical industrial control systems from security vulnerabilities and exploits. The pilot program will address cyber risks in the energy sector supply chain that cannot be solved by the public or private sector alone. This meeting included discussions on the interim report to Congress regarding the ongoing SEI TF efforts and updates from the technical project teams.
Staff Participated in Testing of Rap Back program at Cooper Nuclear Station On January 20, 2021, the NRC staff participated in the testing of the Federal Bureau of Investigations (FBI) Rap Back fingerprint enrollment program at Cooper Nuclear Station, the first power reactor licensee to sign a Memorandum of Understanding with the NRC to participate in the Rap Back Service. Rap Back is a voluntary service offered by the FBI that is designed to assist Federal, state and local agencies, and other authorized entities (e.g., NRC-licensed facilities) in monitoring the potential illegal activities of individuals who hold positions of trust.
Rap Back provides continuous vetting of those individuals and immediately notifies authorized entities when a person who has fingerprints enrolled in the Rap Back service is arrested or is identified in a criminal activity. For NRC licensees, Rap Back enhances their access authorization and insider mitigation programs.
