Items of Interest Week Ending DECEMBER 25, 2020 NRC Issued Supplement to Information Notice 2018-11: Quality Assurance Record Falsification at Kobe Steel and Other International Vendors On December 21, 2020, the NRC issued Information Notice (IN) 2018-11, Supplement 1, Quality Assurance Record Falsification at Kobe Steel and Other International Vendors (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19357A138). The NRC is issuing this IN to alert addressees of alleged quality assurance record falsification by international vendors that appear to have supplied products to nuclear facilities overseas but may or may not have supplied products to domestic nuclear facilities. It is expected that recipients will review the information for applicability to their facilities and consider actions, as appropriate.
NRC Issued Information Notice 2020-04: Operating Experience Related to Failure of Buried Fire Protection Main Yard Piping On December 22, 2020, the NRC issued IN 2020-04, Operating Experience Related to Failure of Buried Fire Protection Main Yard Piping (ADAMS Accession No. ML20223A333). The NRC is issuing this IN to inform the addressees of operating experience involving the loss of function of buried cast iron fire water main yard piping due to multiple factors, including graphitic corrosion, over-pressurization, low-cycle fatigue, and surface loads. It is expected that recipients will review the information for applicability to their facilities and consider actions, as appropriate, to avoid similar problems.
Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending DECEMBER 25, 2020 Alternatives to the Use of Credit Ratings: Advance Notice of Proposed Rulemaking; Request for Comment; 10 CFR Parts 30, 40, 50, 70, and 72; [NRC-2017-0021] RIN 3150-AJ92 On December 21, 2020, the NRC published a notice in the Federal Register (85 FR 82950) announcing consideration of an amendment to its regulations that would alter financial assurance mechanisms approved by the NRC for the decommissioning of nuclear power plants and other nuclear facilities. This action would amend provisions for parent company and self company guarantees that require bond ratings issued by credit rating agencies. This action would implement the provisions of the Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010, which directed agencies to amend their regulations to remove any reference to or reliance on credit ratings. The NRC is soliciting public comment on potential approaches for amending the regulations. The NRC plans to hold a public meeting during the comment period to facilitate stakeholder participation. Comments are requested by March 8, 2021.
