Items of Interest Week Ending JUNE 19, 2020 Staff Accepted Oklo Power LLCs Aurora Micro-Reactor Combined Operating License Application for Review On June 5, 2020, the U.S. Nuclear Regulatory Commission (NRC) staff accepted for review a combined license application from Oklo Power LLC. (Oklo) to build and operate the companys Aurora reactor at the Idaho National Laboratory site in Idaho (ADAMS Accession No. ML20149K616). The proposed Aurora design uses heat pipes to transport heat from the reactor core to a supercritical carbon-dioxide power conversion system to generate electricity. Oklos application, submitted on March 11, 2020, seeks approval of the first NRC license for an advanced non-light-water reactor design. The NRC and Oklo have engaged in pre-application discussions since 2016. Staff Hosted Public Meeting Regarding the Licensing and Oversight of Vogtle Electric Generating Plant, Units 3 and 4 Construction On June 18, 2020, the NRC staff held a public meeting to provide information on the role and activities of the Vogtle Readiness Group (VRG) (Agencywide Documents Access and Management System Accession No. ML20167A006). VRG members presented information on the licensing and oversight of the Vogtle Electric Generating Plant, Units 3 and 4 construction as well as recent activities of the VRG.
Staff Approved Licensing Requests for Regulatory Relief Related to the COVID-19 Public Health Emergency The NRC staff has reviewed and approved several licensing requests seeking temporary flexibilities to maintain the safe and secure operation of the U.S. nuclear fleet during the pandemic. A summary of approved licensing actions provided during this reporting period are summarized below. Items of Interest Week Ending JUNE 19, 2020 Individual Monitoring Devices: Direct Final Rule; Confirmation of Effective Date; Parts 34, 36, and 39 of Title 10 of the Code of Federal Regulations (10 CFR) Regulatory Identifier Number (RIN) 3150-AK29; NRC-2019-0031 On June 16, 2020, the U.S. Nuclear Regulatory Commission (NRC) published a notice in the Federal Register (85 FR 36307) confirming the effective date of June 16, 2020, for the direct final rule that was published in the Federal Register on March 18, 2020 (85 FR 15347). The amendments in the direct final rule authorize the use of modern individual monitoring devices in industrial radiographic, irradiator, and well logging operations, and align personnel dosimetry requirements in these areas with the requirements for all other NRC licensees. The effective date of June 16, 2020, for the direct final rule published March 18, 2020, is confirmed.
List of Approved Spent Fuel Storage Casks: TN Americas LLC NUHOMS EOS Dry Spent Fuel Storage System, Certificate of Compliance No. 1042, Amendment No. 1; Direct Final Rule; Confirmation of Effective Date; 10 CFR Part 72 RIN 3150-AK40; NRC-2019-0224 On June 16, 2020, the NRC published a notice in the Federal Register (85 FR 36307) confirming the effective date of June 17, 2020, for the direct final rule that was published in the Federal Register on April 3, 2020 (85 FR 18876). The direct final rule amends the NRCs spent fuel storage regulations by revising the TN Americas LLC NUHOMS EOS Dry Spent Fuel Storage System listing within the List of approved spent fuel storage casks to include Amendment No. 1 to Certificate of Compliance No. 1042. Amendment No. 1 adds new basket types and makes other additional revisions to the certificate of compliance and the technical specifications for consistency and clarity. The effective date of June 17, 2020, for the direct final rule published April 3, 2020, is confirmed.
Revision of Fee Schedules; Fee Recovery for Fiscal Year 2020: Final Rule; 10 CFR Parts 170 and 171; RIN 3150-AK10, NRC-2017-0228; Docket No. PRM-171-1; NRC-2019-0084 On June 19, 2020, the NRC published a notice in the Federal Register (85 FR 37250) amending the licensing, inspection, special project, and annual fees charged to its applicants and licensees. These amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990, as amended, which requires the NRC to recover approximately 90 percent of its annual budget through fees less certain amounts excluded from this fee-recovery requirement.
To mitigate the financial impact and economic disruption caused by the COVID-19 Pandemic, the NRC has suspended billing of annual fees and fees for services for the 90-day period of April through June 2020. Deferred fees will be billed in July 2020. This final rule is effective on August 18, 2020.

Items of Interest Week Ending JUNE 19, 2020 Post- Critical Heat Flux (Chf) Heat Transfer Instrumentation and Experimentation On June 15, 2020, contract 31310020C0009 was awarded to the Regents of the University of Michigan in Ann Arbor, MI. The purpose of this award is to provide fabrication and assembly of an advanced two-phase flow instrumentation system. With the capability to be used to aid in the development of constitutive models for the U.S. Nuclear Regulatory Commissions (NRC)
TRAC RELAP Advanced Computational Engine (TRACE) code. This code is NRC's flagship thermal-hydraulics analysis tool which provides the experimental database necessary for the improvement of TRACE models for inverted-annular through dispersed-flow film-boiling regimes. The period of performance of this order is from July 1, 2020, through June 30, 2022.
The total potential value over the life of the award is $753,812.00.
High Energy Arcing Faults Testing Facility and Services On June 12, 2020, contract 31310020C0013 was awarded to the Kema-Powertest LLC. in Chalfont, PA. The purpose of this award is to provide High Energy Arcing Faults testing facilities and services. The test facility shall provide the electrical energy, thermal measurement instrumentation and data acquisition, as well as electrical measurement, equipment preparation facilities and testing facility.
