Items of Interest Week Ending AUGUST 23, 2019 Issuance of Information Notice 2019-04 "Effective Cyber Security Practices to Protect Digital Assets of Byproduct Material Licensees" On August 14, 2019, the staff issued information notice (IN) 2019-04, "Effective Cyber Security Practices to Protect Digital Assets of Byproduct Material Licensees" (ADAMS Accession No. ML18044A350). The IN informs licensees of the results of an assessment conducted by the staff on the potential need for cyber security requirements for byproduct materials licensees and to communicate effective cyber security practices to protect oigital assets.

Meetings with the Pressurized Water Reactor Owners Group and Boiling Water Reactor Owners Group Joint Licensing Committee On August 14 and 15, 2019, the staff attended the Pressurized Water Reactor Owners Group and Boiling Water Reactor Owners Group Joint Licensing Committee meetings held locally in Washington, DC. Among the topics discussed were: risk informed technical specifications; the new NRR/NRO organizational structure and points of contact; topical report updates; communication successes and failures; and best practices coming out of recent licensing actions, especially regarding the use of audits and pre-submittal meetings. Highlights from the meetings included discussion on licensee specific applications for common themes that may be better handled through a generic approach and a submission forecast for TSTF-505 amendments, which cited 10 amendments next year (2020) and 11 the year after (2021 ).

Submission of the National Report for the ath Convention on Nuclear Safety On August 15, 2019, the staff submitted the United States of America National Report for the 81h Convention on Nuclear Safety to the International Atomic Energy Agency. The report was prepared in coordination with the Institute for Nuclear Power Operations, the U.S. Department of State, and the U.S. Department of Energy.

Issuance of Information Notice 2019-07 "Methods to Prevent Medical Events" On August 20, 2019, the staff issued IN 2019-07, "Methods to Prevent Medical Events" (ADAMS Accession No. ML19162A154), to provide medical licensees with the results of an evaluation of medical events and to provide strategies to reduce or prevent medical events. This IN requires no action or written response on the part of an addressee.

Items of Interest Week Ending AUGUST 23, 2019 Access Authorization and Fitness-for-Duty Determinations: Discontinuation of Rulemaking Activity; Parts 26, 37, 50, 70 and 73 of Title 10 of the Code of Federal Regulations (10 CFR) [Regulatory Identifier Number (RIN) 3150-AJ79; NRC-2016-0145]

On August 22, 2019, the NRC published a notice in the Federal Register (84 FR 43667) discontinuing the rulemaking activity, "Access Authorization and Fitness-for-Duty Determinations." The purposes of this document are to inform members of the public of the discontinuation of the rulemaking activity and to provide a brief explanation for this decision.

The rulemaking activity will no longer be reported in the NRC's portion of the Unified Agenda.

Effective August 22, 2019, this rulemaking activity was discontinued.

List of Approved Spent Fuel Storage Casks: Holtec International Storage, Transport and Repository (HI-STAR) 100 Storage System, Certificate of Compliance No. 1008, Amendment No. 3; Direct Final Rule; 10 CFR Part 72; (RIN 3150-AK35; NRC-2019-0126)

On August 22, 2019, the NRC published a direct final rule in the Federal Register (84 FR 43669) amending its spent fuel storage regulations by revising the HI-STAR 100 Storage System listing within the "List of approved spent fuel storage casks" to include Amendment No.

3 to Certificate of Compliance No. 1008. Amendment No. 3 revises the technical specifications to: include multipurpose canister (MPC)-32 for storage of pressurized-water reactor spent fuel in the HI-STAR 100 Storage System; include the Metamic neutron absorber for MPC-32, MPC-24, and MPC-68; credit the soluble boron in criticality analyses for both MPC-32 and MPC-24; incorporate standard system features and ancillaries such as the forced helium dehydration; allow for horizontal storage of the casks; provide updated drawings; and revise the MPC design pressure for accident condition to 200 pounds per square inch gauge. Amendment No. 3 also makes other administrative changes to the technical specifications. A companion proposed rule was also published in the Federal Register on August 22, 2019 (84 FR 43729). The direct final rule will become effective on November 5, 2019, unless significant adverse comments are received.

On August 15, 2019, contract 3131001900004 was awarded to THE PENNSYLVANIA STATE UNIVERSITY in University Park, PA. The purpose of this indefinite delivery indefinite quantity contract is to build both a new bundle test section capable of performing reflood tests that emulates a Boiling Water Reactor operating pressure, and a bundle test section using Accident Tolerant Fuel in the event that industry submits a design review or licensing application using this technology. The base period of performance of this contract is from August 1, 2019, through July 31, 2024, with a total potential value over the life of the award is $4,292,515.00.
