Office of Nuclear Reactor Regulation (NRR)

Items of Interest Week Ending MAY 17, 2019 Public Meeting with Framatome on Topical Report ANP-10339P On May 8-9, 2019, the staff held a post-submittal meeting with Framatome to discuss topical report (TR) ANP-10339P, "ARITA - ARTEMIS/RELAP Integrated Transient Analysis Methodology" (ARITA), which incorporates near-term accident tolerant fuel features. Framatome walked through the development and basis of the ARITA methodology and discussed how it plans to address the issues identified by the staff in NRC's acceptance review letter (ML18345A159). The staff plans to complete the review by August 31, 2021.

Public Meeting with Technical Specifications Task Force (TSTF)

On May 9, 2019, NRR staff and the Technical Specifications Task Force (TSTF) conducted its regularly scheduled quarterly meeting. Discussions covered progress on existing travelers and proposals for future travelers to modify the Standard Technical Specifications. Among potential future travelers, TSTF proposed an approach for the safety/relief valves and received staff feedback. The next TSTF quarterly meeting will take place in August 2019.

Public Meeting on Hope Creek Digital l&C Upgrade On May 9, 2019, the staff held a Category 1 public meeting with the Public Service Enterprise Group (PSEG) to discuss the implementation of RIS 2002-22, Supplement 1, "Clarification on Endorsement of Nuclear Energy Institute Guidance in Designing Digital Upgrades in Instrumentation and Control Systems," for the installation of a Class 1E digital uninterruptible power supply (UPS) system at Hope Creek. PSEG provided an overview of their planned digital UPS upgrade intended to solve obsolescence problems. Using RIS 2002-22, Supplement 1, PSEG discussed their draft qualitative assessment that was developed to demonstrate that common cause failure for this digital modification is sufficiently low. The presentation from this meeting can be found under ADAMS Accession No. ML19127A170. PSEG expects that the draft 10 CFR 50.59 qualitative assessment described at the meeting may be utilized by other licensees considering similar plant modifications.

Items of Interest Week Ending MAY 17, 2019 Revision of Fee Schedules: Fee Recovery for Fiscal Year 2019; Final Rule; Parts 170 and 171 of Title 10 of the Code of Federal Regulations (10 CFR) (Regulatory Identifier Number (RIN) 3150-AJ99; NRC-2017-0032; Docket No. PRM-170-7; NRC-2018-0172)

On May 17, 2019, the NRC published a notice in the Federal Register(84 FR 22331) amending the licensing, inspection, special project, and annual fees charged to its applicants and licensees. These amendments are necessary to implement the Omnibus Budget Reconciliation Act of 1990, as amended, which requires the NRC to recover approximately 90 percent of its annual budget through fees. This final rule is effective on July 16, 2019.

List of Approved Spent Fuel Storage Casks: NAC International NAC-UMSUniversal Storage System, Certificate of Compliance No. 1015, Amendment No. 7; Direct Final Rule; 10 CFR Part 72 [RIN 3150-AK33; NRC-2019-0070]

On May 15, 2019, the NRC published a direct final rule in the Federal Register (84 FR 21687) amending its spent fuel storage regulations by revising the NAC International NAC-UMS Universal Storage System listing within the "List of approved spent fuel storage casks" to include Amendment No. 7 to Certificate of Compliance No. 1015. Amendment No. 7 revises the surveillance requirements for technical specifications A3.1 .6.1 and A3.1.6.2 to ensure that adequate monitoring of the concrete cask heat removal system is performed. Amendment No.

7 also revises the basis for technical specification A3.1 .6 to clarify that the surveillance requirements for technical specification A3.1.6 require a minimum of two outlet air temperature measurements to provide an average outlet temperature . A companion proposed rule was also published in the Federal Register on May 15, 2019 (84 FR 21728). The direct final rule will become effective on July 29, 2019, unless significant adverse comments are received.

Measurement Standards Used at U.S. Nuclear Power Plants: Petition for Rulemaking; Notice of Docketing and Request for Comment; 10 CFR Parts 50 and 52 [PRM-50-118; NRC-2019-0071)

On May 15, 2019, the NRC published in the Federal Register(84 FR 21727) a notice of docketing and request for comment for a petition for rulemaking (PRM) received from Michael Taylor, dated December 3, 2018, and amended on January 24, 2019. The petitioner requests that the NRC amend its regulations to revise the measurement standards used at U.S. nuclear power plants. The petition was docketed by the NRC on March 4, 2019, and has been assigned Docket No. PRM-50-118. The NRC is examining the issues raised in PRM-50-118 to determine whether they should be considered in rulemaking. The NRC is requesting public comment on this petition. Comments are requested by July 29, 2019.
