The Reactor Oversight Process (ROP) is the NRC way issuing finding and violations at a low significance level but also provide a measurement which leads to higher enforcement actions.
Framework
NRC's Overall Safety Mission - Public Health and Safety as a Result of Civilian Nuclear Reactor Operation
Strategic Performance
- Reactor Safety
- Radiation Safety
- Safeguards
Cornerstones
- Barrier Integrity
- Emergency Preparedness
- Initiating Events
- Mitigating Systems
- Occupational Radiation Safety
- Physical Protection
- Public Radiation Safety
Cross-Cutting Areas
Describes the general cause of issues in one of these areas. Branches into cross-cutting aspects.
NRC Action Matrix
The NRC Action Matrix is the site ranking due to inspection and PI inputs.
Column
- Licensee Response Column - Most common / Normal state
- Regulatory Response Column - Possible. Typically due to one white input. Resolved after IP 95001
- Degraded Cornerstone Column - Rare
- Multiple/Repetitive Degraded Cornerstone Column - Very Rare
- Unacceptable Performance Column - Unheard of
Inputs to ROP
Inputs are labeled with a significance; green, white, yellow, red
Findings
Findings are evaluated and given a significance
