A white finding is significant and relatively infrequent, but a site may expect to receive one of these every 10 years.
Sequence of a White finding
- Event (various sources)
- Inspection, NRC will conduct a more detail inspection look at the issue and communicate a more than green concern with licensee.
- Discussion between site and NRC about issue and significance (typically PRA and Senior Reactor Analyst (SRA) inspectors when the issue concerns safety systems)
- Exit - meeting to officially state the white finding.
- Inspection report - contains a preliminary finding. Asks for acceptance or challenge.
- Final Inspection Report - contains a final finding and this officiates the change in ROP column
- Complete internal review of Finding. Typically, a root cause and/or self-assessment.
- Notify NRC that the station is prepared for an inspection IP 95001
- Conduct NRC inspection IP 95001
- Inspection Report for IP 95001 closes out White Input to ROP and moves station back down the ROP action column.
Preliminary White Finding
The Preliminary White Finding occurs when an Inspection Report documents the finding. The Preliminary White Finding has a separate report number from the Final White Finding.
It is, perhaps, the first official published step for the white finding issue.
