Dear Sir/Madam:
By letter dated September 1, 2015 (Reference 1) Duke Energy Progress, Inc. submitted notification to the NRC in accordance with the H. B. Robinson Steam Electric Plant, Unit No. 2, (HBRSEP2) Technical Specifications that the station pressurizer power operated relief valve (PORV) position indication was inoperable based on 1 O CFR 21 notice by the position indication limit switch manufacturer. This letter indicated that these pressurizer PORV position indication components would be repaired or replaced and tested prior to restart from the next refueling outage, currently scheduled to begin on February 10, 2017, or during the first outage of sufficient duration.
Since this notification, a maintenance outage has been planned to replace a low-pressure turbine blade. Although this outage will be of sufficient duration to effect repairs to the pressurizer PORV position indication, planned plant conditions will prohibit these repairs.
Specifically, the plant will be maintained in Mode 4, which will preserve an environment at the location of the PORV limit switches (at the top of the Pressurizer Cubicle) that is hazardous to worker safety. Consequently, the station will return to Mode 1 at the completion of this outage with the pressurizer PORV position indication inoperable. The position indication components will be repaired and/or replaced at the next refueling outage, or outage of sufficient duration and plant configuration to effect these repairs.
There are no new regulatory commitments made in this letter.
