Pursuant to 10CFR50.90, Detroit Edison Conpany hereby proposes to anerx1 Operating Licence !@F-43 for the Fenni 2 plant by incorporating the enclosed changes into the Plant Technical Specifications. The ,

" Accident Monitoring Instrumentation". Anong these changes were changes for the Stadby Gas Treatment System (SGTS) Radiation Monitors. The current TS requireensits for,these nonitors are poorly defined (see attched current TS) because they do' not clearly specify  !

the required instrunentation ranges. References,2 and 3 corrected j this problem by clearly specifying the required ranges.t However< the +

IOC staff has expressed concern over the fornetting of the p oposed TS. The concern is that the 'IE requirements as proposed (see attched -i References 2 & 3 proposed Tech Spec) for the " Required Number of . l Chanels" and Minimum Channels Operable" do not clearly specify the .;

subsystem. This is alse the intent of the current;TS provisions.- '

This is reflected in the current ** footnote for Table 3.3.7.5-1.  :

'these provisions were added by Amendment 28 to the Fermi 2 Operating License. In the Safety Evaluation associated with this amendment the .

NHC staff stated that: "The intent of Technicali Specification 3.3.7.5 is to take conpensatory measures within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> when no accident range nonitor is available in the operable SGTS flow path". The new  :

wordP more clearly reflects this intent..

The attached proposed changes for this submittal specify the " Required-  ;

Itamber of Chmnels" and Hininum Channels Operable" as "1/CPERABIE SGTS subsystem" and delete the ** footnote wording.. Spanifying the '

number of required channels on a subsysten or divisional basis is more -

consistent with che tjpical Standard Technical Specification . .

terminology for this type of situation than the Reference 2 and 3  !

proposals and removes the need for the conflicting footnote wording.

Please note that because the ** footnote wording has been deleted by 1 this proposal, the previously proposed *** footnote _ wording has been changw5 to ** footnote.
