Per the NRC's request, NRC staff and contractors will be allowed limited read-only access to the basis documents and other reference materials in the mitigation strategies submittal. It is understood that the use of the online reference portal is acceptable as long as:
- The online reference portal will be password-protected and passwords will be assigned to those directly involved in the review on a need-to-know basis;
- The online reference portal will be sufficiently secure to prevent staff from printing, saving, or downloading any documents; and
- Conditions of use of the online reference portal will be displayed on the log-in screen and will require concurrence by each user.

Martin USNRC CR-13-02932 RC-1 3-0109 Page 2 of 2 SCE&G will populate the portal, as a minimum, with the references included in the submittal, such as drawings, procedures, and calculations. The online reference portal has been established, and VCSNS staff is processing access authorization for the NRC staff and contractors provided by Mr. Jonathan Evans on July 16, 2013. The conditions associated with the online reference portal will be maintained throughout the duration of the review process.
SCE&G will provide the NRC information needed to access the portal once the portal is available for use.
