River Bend Station - Unit 1 Docket No. 50-458 Gulf States Utilities (GSU) hereby files an application for an amendment to the River Bend Station Unit 1 Technical Specifications, Appendix A to Facility Operating License NPF-47, pursuant to 10CFR50.90. Enclosure 1 contains the information for Staff review of this request. Enclosure 2 provides the requested revisions to the River Bend Station Technical Specifications.

Pursuant to 10CFR170.12, GSU has enclosed a check in the amount of one-hundred and fifty dollars ($150.00) for the license amendment application fee. Pursuant to 10CFR50.91 (b) (1) , the State of Louisiana, Department of Environmental Quality - Nuclear Energy Division has been notified of this amendment request.

ENCLOSURE 1 I. PROPOSED REVISION Technical Specification 3.3.1, Reactor Protection System Instrumentation, Table 4.3.1.1-1, Reactor Protection System Instrumentation Surveillance Requirements, Item 2.b, Average Power Range Monitor Flow Bias Simulated Thermal Power - High, and Technical Specification 3.3.6, Control Rod Block Instrumentation, Table 4.3.6-1, Control Rod Block Instrumentation Surveillance Requirements, Item 2.a, APRM Flow Bias Neutron Flux-Upscale and Item 6.a, Reactor Coolant System Recirculation Flow-Upscale presently have requirements to perform a channel calibration of these functions at lease once per SA (semiannually, 6 months, 184 days).

This change request permits the recirculation flow transmitters for these three (3) functions to be calibrated on an 18 month basis.

II. JUSTIFICATION The Average Power Range Monitors (APRMs) are required to be calibrated at least once per 6 months. In accordance with the Technical Specification definition of channel calibration, that calibration "shall encompass the entire channel including the sensor and alarm and/or trip functions..." The APRM flow bias scram and control rod block functions are implemented by two separate pieces of equipment / instrumentation. The APRM piece (Local Power Range Monitor) monitors the neutron flux and the recirculation flow transmitters monitor the recirculation flow. The recirculation flow transmitters are used as reference input to the APRMs and the APRMs adjust the scram and control rod block setpoints accordingly. The recirculation flow transmitters are not included in the design specification for the neutron monitoring system, but rather they are included in the recirculation design specification which requires calibration when the plant is shutdown. In addition, if the calibration of an APRM Channel at power included calibrating a recirculation flow transmitter, removing the recirculation flow transmitter from service to perform this calibration would result in rendering two APRM Channels inoperable at the same time. This would result in the total number of APRM Channels required to be operable to be less than the minimum required operable channels per trip system. The Technical Specification only permits this condition to exist during testing for 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> before the action statement which requires the plant to be shutdown is required to

be entered and the calibration takes considerably longer than 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> (i.e., approximately 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br />). The 18 month calibration frequency for these transmitters is specified in General Electric Company's Topical Report NEDC-31038, Instrument Application Analysis for Rosemount Transmitters. Also, this 18 month calibration frequency for these transmitters has been approved in the Technical Specifications for Perry Nuclear Power Plant - Unit 1, a recently licensed BWR 6.

III. SIGNIFICANT HAZARDS CONSIDERATION A. The proposed change'does not involve a.significant increase in the probability or consequences of an accident previously evaluated because the change in the frequency of calibration is considered with the design specification for the recirculation system and NEDC-31038. This proposed change does not involve a design change or physical ~ change to the 4

plant, and, therefore, does not increase the probability or consequence of any accident previously evaluated.

B. The proposed change does not create the possibility of a new or different kind of accident ' from any accident previously evaluated because the change in the frequency of calibration of flow transmitters, is considered with the design specification for the recirculation system and NEDC-31038, and does not-involve a design change or physical change, and therefore does not alter the single failure design of the instrumentation.

t Thus, no new accident scenario is introduced by this revised frequency of calibration of the flow

transmitters.

I C. The propeced change does not involve a significant reduction in a margin of safety because the change in the frequency of calibration of the flow transmitters is considered with the design specification of the recirculation system and NEDC-31038, and the proposed change brings the Technical Specification into agreement with the applicable system design specifications.

Thus, no margin of safety is impacted.
