i Entergy Operations, Inc. by this letter is submitting a revision to the proposed amendment to the River Bend Station (RBS) Operating License submitted via referenced document.

This submittal represents a major milestone in the conversion to the Improved Technict.i Specifications for RBS and for the combined BWR-6 cooperative effon. We wish to take this opportunity to recognize the staff's effons in meeting the joint goals set fonh early in the conversion project. The BWR-6 cooperative effon represented an opponunity,for both the licensees and the staff to realize significant resource savings by combining the reviews of these four plants. During the joint review, over eleven hundred items were identified and successfully resolved through the combined effons of the staff and the licensees. All of those involved worked diligently to address each of these items, demonstrating both a I

professional attitude and a commitment to safety.

Page 2 of 3 i of this letter provides the revised pages of the previous submittal to document the resolution ofitems as agreed to during the meetings with the staff. The bases for Entergy Operations, Inc.'s determination that the proposed amendment involves no significant hazards am provided whem requimd. ' Otherwise, the omvious bases provided in the referenced document apply.

Requimments relocated from the Technical Specifications to licensee control will be included in the Updated Safety Analysis Report (USAR), Technical Specification bases or Technical Requirements Manual, as appropriate; and as a result will be contmlled by the requirements of 10CFR50.59. The exceptions are the mquirements currently contained in Technical Specifications 6.5 and 6.10 which will be controlled by the change controls of 109CFR50.54 instead of 10CFR50.59. These change controls will be applied fmm the time the requirements are transferred to licensee control by implementation of this license amendment.

Entergy plans to implement the Impmved Technical Specifications at RBS approximately three months before our sixth refueling outage; therefore, we request review priority for the change to support approval by September 1995.

In accordance with the pmvisions of 10CFR50.4, the signed original of the requested amendment is enclosed; and in accordance with 10CFR50.30, an oath or affirmation relating to the requested changes to the Operating License is enclosed. This amendment request has been reviewed and accepted by the Facility Review Committee and the Nuclear Review Board.
