In accordance with 10 CFR 50.4(b)(5)(ii), 10 CFR 50.54(q)(5), and 10 CFR 72.4, Duke Energy Progress, LLC, (Duke Energy) is submitting an analysis summary for Revision 4 of EP-BNP-EPLAN-ANNEX, Duke Energy Brunswick Emergency Plan Annex.
Duke Energy has evaluated this revision in accordance with 1 O CFR 50.54(q) and determined that the changes do not result in a reduction in the effectiveness of the Emergency Plan (E-Plan). The E-Plan continues to meet the standards of 1 O CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E.

RA-25-0216 Enclosure Page 1 of 1 10 CFR 50.54(q)(5) Summary for EP-BNP-EPLAN-ANNEX, Revision 4 In accordance with 10 CFR 50.54(q)(5), Duke Energy Progress, LLC, is providing a summary of the revision analysis for EP-BNP-EPLAN-ANNEX, Duke Energy Brunswick Emergency Plan Annex, Revision 4, which became effective on August 21, 2025.
EP-BNP-EPLAN-ANNEX, Duke Energy Brunswick Emergency Plan Annex, is the Brunswick specific compliment to the Duke Energy Common Emergency Plan. Revision 4 was a result of the termination of the Letter of Agreement (LOA) with the City of Southport Fire Department.
Brunswick County maintains control of all emergency services including both fire response and Emergency Medical Services. Southport Fire Department remains as a response organization at the discretion of Brunswick County. Brunswick County will assess the event and dispatch the appropriate response based on availability and timeliness of all resources, as stated in the Brunswick County Memorandum of Understanding. Therefore, it was unnecessary to maintain a separate LOA with the City of Soutport Fire Department.
The changes implemented by EP-BNP-EPLAN-ANNEX, Revision 4, were evaluated in accordance with 10 CFR 50.54(q). The evaluation concluded that these changes do not result in a reduction in the effectiveness of the E-Plan; the E-Plan continues to meet the standards of 10 CFR 50.47(b) and the requirements of 10 CFR 50, Appendix E. Responsibility for emergency response is assigned and medical services for contaminated, injured individuals is maintained.
As such, there is no impact to compliance, adherence, or effectiveness of the E-Plan. These changes continue to provide assurance that the Emergency Response Organization has the ability and capability to respond to an emergency, perform functions in a timely manner, effectively identify and take measures to ensure protection of the public health and safety, and effectively use response equipment and emergency response procedures.
