EP-MA-1 14-100-F-03 G State/Local Notification Form EP-MA-114-100-F-04 F PAR Notification / Update Form The changes to the procedures were evaluated under the requirements of 10 CFR 50.54(q) and were determined not to result in a reduction in the effectiveness of the Emergency Plans for the affected sites. This notification is being submitted within 30 days of implementation of the changes as required by 10 CFR 50, Appendix E. These changes continue to meet the applicable planning standards established in 10 CFR 50.47(b) and 10 CFR 50, Appendix E.

In addition, as required by 10 CFR 50.54(q)(5), this submittal includes a summary analysis of the changes to the implementing procedures.

This submittal also satisfies the reporting requirements associated with 10 CFR 72.44(f),

which stipulates that within six months after any change is made to the Emergency Plan, the licensee shall submit a report containing a description of the changes to the Director, Division of Spent Fuel Storage and Transportation.

A copy of the revised procedures and supporting change summary analysis are included in the attachments to this letter.

There are no regulatory commitments in this submittal.

  • EP-MA-1 14-100-F-04, Revision F, "PAR Notification/UpdateForm" Description of Procedures These procedures describe the process for providing prompt and accurate notification and information of nuclear station emergencies to local, state, and federal agencies.

Description of Changes The revisions to the notification procedures and forms consist of two changes. The first change involves providing clarity in determining the appropriate meteorological tower instrument location for reporting meteorological data on the notification forms during radiological release conditions. The second change involves providing a location on the notification forms to record the time when the notification message was delivered as well as a minor change in content on one of the forms (EP-MA-1 14-100-F-03) to delete "Person Contacted" entries.

Description of How the Chanae Still Complies with Regulations Providing additional clarity on the guidance for meteorological tower data ensures that the appropriate data is provided to the local and state agencies as agreed upon to support assessment of release-in-progress events. The changes do not alter or change the required information, but improve the guidance associated with the selection of data.

Documenting the time associated with completion of the notification delivery does not alter or change the content of required and agreed upon information to be provided during an event notification.

Description of Why the Chanqe is Not an Reduction in Effectiveness (RIE)

These changes have no impact on the timeliness of notification nor do they alter or change the required information to be delivered.

These changes continue to meet the applicable planning standards established in 10 CFR 50.47(b) and 10 CFR 50, Appendix E.
