Fitness for Duty Performance Data Reports - Annual 2011 In accordance with 10 CFR 26.717(e), "Fitness-for-duty program performance data," and 10 CFR 26.203, "General provisions," paragraph (e), "Reporting," Exelon Generation Company, LLC (EGC) is providing the compiled fitness-for-duty program performance data for the EGC nuclear power stations and the corporate support employees within the scope of the rule for the twelve-month period ending December 31, 2011.

ATTACHMENT 2011 Fitness for Duty Performance Data - Personnel Subject to 10 CFR 26

Random Testing Rate Exelon Generation Company, LLC (EGC) maintains testing populations for employees and contractor/vendors including individuals in applicant status. For the entire year of 2011 the FFD Program random testing rate for employees population tested was 51.42% and for contractor/vendors population tested was 50.98%.

Work Hours Control Waivers - Summary of Corrective Actions EGC issued 835 waivers in 2011.The waivers were entered into the corrective action program as required by procedure with no generic actions being identified. A significant amount of waivers (58%) were due to a singular event, a Midwestern blizzard occurring around 2/2/11.

Additional Information During the current reporting period, Le., January - December, 2011, twenty three (23) specimens from all locations were reported as presumptive positive for cocaine as a result of on-site screening. Twenty-one (21) of the twenty-three (23) specimens were confirmed as positive by the laboratory and were verified as positive by the Medical Review Officer for a confirmation rate of 91 %. This confirmation rate does allow Exelon to take administrative action on individuals for unescorted access or to take lesser administrative actions with individuals based on an unconfirmed presumptive positive test for cocaine as stated in 10 CFR 26.75(i).

During the current reporting period, Le., January-December, 2011, forty-seven (47) specimens from all locations were reported as presumptive positive for marijuana as a result of on-site screening. Thirty-seven (37) of the forty-seven (47) specimens were confirmed as positive by the laboratory and were verified as positive by the Medical Review Officer for a confirmation rate of 79%. This confirmation rate does not allow Exelon to take administrative action on individuals for unescorted access or to take lesser administrative actions with individuals based on an unconfirmed presumptive positive test for marijuana as stated in 10 CFR 26.75(i).

There was one (1) specimen reported as positive and dilute as permitted in 10 CFR 26.163(a)(2).

Information was provided by the Access/FFD Program Manager to the Major Mod contractor for distribution to the Union Halls on 11/30/11 regarding an increase in positive FFD tests for random testing. An article was put into the October 5, 2011 Inside Nuclear edition referencing EAP due to the trend in positive random FFD tests. The Access/FFD Program Manager had a briefing with all Security Access/FFD Leads at the site and provided an article to be placed in all in-processing folders for information on positive random tests. The Access/FFD Program Manager has also discussed the trend with the NRC. Actions were tracked under the Corrective Actions Program

The staffing issues were due to an unforeseen combination of work related disabilities, temporary leaves to fulfill military commitments and temporary leaves for family/personnel reasons. An additional class of security personnel was hired and qualified midyear resulting in a significant decrease in security waivers.
