In Reference 1, Entergy Nuclear Operations, Inc. (ENO) submitted a license amendment request to modify the Renewed Facility Operating License, Appendix A, Technical Specifications (TS), as they apply to the replacement of the spent fuel pool region I storage racks. In Reference 2, ENO received a third request for information (RAI) from the NRC.

Attachment I provides the ENO responses to the RAI.

A copy of this response has been provided to the designated representative of the State of Michigan.

ATTACHMENT I RESPONSE TO THIRD REQUEST FOR ADDITIONAL INFORMATION REGARDING LICENSE AMENDMENT REQUEST FOR REPLACEMENT OF SPENT FUEL POOL REGION I STORAGE RACKS A request for information (RAI) was received, from the Nuclear Regulatory Commission (NRC), by electronic mail on November 8, 2012. The Entergy Nuclear Operations, Inc.

(ENO) response is provided below.

NRC Request

1. In NUREG-1801, Generic Aging Lessons Learned Report, the guidance proposes a 10 year maximum surveillance interval for the inspection and testing of a neutron absorbing material other than Boraflex in the spent fuel pool. Your application is consistent with this guidance with the exception of the time interval between 36 years and 48 years, and again between 48 years and 60 years, where the surveillance interval is 12 years.
a. Please provide a surveillance schedule that is consistent with the staff guidance, or
b. Provide a justification for a surveillance interval greater than 10 years.

ENO Response

1. A revised coupon surveillance schedule replacing Table 3.4.1 in the Holtec Report No. Hl-21 15004, Licensing Report for Replacement of the Palisades Region I Spent fuel Storage Racks, is provided below. The schedule is consistent with NRC staff guidance.
