SHUTDOWN TO REPAIR STEAM GENERATOR TUBE LEAK Routine steam generator chemistry samples on Unit 2 Steam Generator E088 gave indi ations on May 12, 1989 of a primary-to-secondary leak rate of 117 gallons per day (this followed leakage measurements of 6 and 80 gpd on May 10 and 11, respectively).
At 12:50 a.m. (PDT) on May 13, while continuing to monitor tube leakage with the unit at 100% power, operators observed Steam Generator E088 blowdown radiation monitor indication to increase by approximately one decade. The Shift Superin tendent initiated a power reduction to 80% and directed another chemistry analysis for leak rate determination.
This sample indicated approximately 540 gpd primary to-secondary leakage (the Technical Specifications limit on steam generator tube leakage is 720 gallons per day).
The power reduction continued, and another sample at 2:25 a.m. indicated approximately 700 gpd leakage. The licensee completed the shutdown, with the unit entering Mode 3 at 6:36 a.m. on May 13.
Indicated leakage decreased significantly after shutdown (apparently due to leak closure or to analysis inaccuracy as a result of transient conditions).
The licensee cooled down the unit to Mode 5 on May 14 and is making preparations to drain to mid-loop in order to identify and repair the leaking tube.
The outage is expected to last approximately 21 days.
The resident inspectors and Region V are following the licensee's outage plans, including preparations for draining to mid-loop.
