DAMAGED M0ISTURE-DENSITY GAUGE

. At about 1:40 p.m. (CDT), July 7,1989, a Troxler moisture-density gauge containing 8 millicuries of cesium-137 and 40 millicuries of americium-241 was crushed by a bulldozer

'at a construction site in Pontiac, Michigan. The source rod had been lowered into the ground at the time of the accident.

The'11censee cordoned the area and took survey measurements. No unusual radiation levels were noted. The radioactive sources were not leaking. An inspector from the State of

' Michigan's Department of Radiological Health responded to the scene and personally retrieved the source rod, which was placed in a makeshift plastic container and surrounded by 50 pounds of lead shot. The container was then placed in a five-gallon bucket of sand for additional shielding. The radiation level at the surface of the container was 2 milliroentgen per hour.

Based on the very brief transfer time getting the source rod from the ground into the shielded container, and because of the low activity of the sources, it is not believed the State inspector received a significant radiation dose.

The source rod will be returned to the vendor.

The NRC office of Nuclear Materials Safety and Safeguards has been notified. The licensee is expected to submit a report on this event to Region III (Chicago) within 30 days.
