X Notification of Unusual Event Lacrosse, WI 54632 Alert-Site Area Emergency General Emergency Not Applicable PLANT SCRAM WITH LOSS OF Subj.ect:

OFF SITE POWER At 9:15 p.m. CST, December 23, 1981, while operating at 85% power.the plant scrammed due to a turbine trip and a main generator trip. Investigations by.the licensee have not confirmed tha cause for the turbine trip. The main generator trip was initiated by the reverse power protective relay. Off site power to the plant was inhibited for five (5) minutes due'to an unexplained lockout by a differential relay trip on the reserve transformer breaker.

All emerbency diesel generators and pumps operated as designed and cooldown proceeded. The plant did experience restart problems in that 1-A recirculating pump would not start and the failure of the seal injection return valves for the 1-B recirculating pump precluded starting that pump. Delays in starting the recirculating pumps caused a temperature o

decrease in the 1-B loop to be below that allowed by the Technical Specifications of 130 F.

The licensee currently estimates the plant will be shut down at least several days.

Region III will review the event and the licensee's corrective action prior to plant startup.

Neither the licensee nor Region III is planning a news release.

The State of Wisconsin is being notified by Region III.
