The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff in Atlanta, Georgia on this date.

PLANT SHUTDOWN'DUE TO RCS. LEAKAGE A Reactor Coolant System (RCS) pressure boundary leak of 0.5 GPM was identified on the "1B2" Safety Injection Header inside containment.
At approximately 8:20 p.m.
on 4/18/97, control room operators noted that the "1B2" Safety Injection Tank level indication was slowly decreasing and there was a slight leakage increase detected on the reactor cavity leakage recorder.
Reactor power was reduced so plant personnel could enter the containment to find the reason for the Safety Injection Tank "1B2" decreasing level.
At 2:15 a.m.,
on 4/19/97, RCS pressure boundary leakage was positively identified as occurring on the "1B2" Safety Injection Header inside containment.
The leakage was estimated to be 0.5 GPM and was visually identified as a socket weld leak where a 1" vent line ties into the 12" Safety Injection Header.
The leak was isolated from the RCS by the "1B2" Safety Injection Header Check Valve QV3427, and was considered to be within the RCS pressure boundary leakage as defined in 10 CFR 50.2(v).
RCS inventory balances verified that the leakage was borated water from the injection header and not reactor coolant.
An unusual event was declared at 2:18 a.m.,
on 4/19/97, due to RCS pressure boundary, leakage.
The unit was shutdown and cooled down to cold shutdown.
The resident inspector was on site throughout the event and during the subsequent shutdown.
The unusual event was terminated and the technical specification LCO action statement was exited at 3:15 a.m.
when Unit 1 entered cold shutdown (Mode 5).
On 4/20/97 the socket weld was repaired, and a root cause review has been initiated by the licensee.
The unit is being prepared for restart on 4/22/97.
The licensee notified state and local officials of the unusual event.
