OCONEE UNIT 2 RESTART On February 2, 1997, at 12:32 p.m., Oconee Unit 2 was restarted after being shut down since the September 24, 1996, second stage reheater drain line rupture and manual reactor trip (see PN 2-96-065). During the four month shut down period following the water hammer induced event, Unit 2 underwent secondary piping inspections and necessary piping code and water hammer related modifications. Also during this shut down period, prior to the NRC/licensee restart readiness management meeting in January, an integrated engineered safeguards test of the Oconee (Keowee) emergency power system was satisfactorily completed.
Unit 2 is presently holding at 15 percent reactor power while the licensee investigates controller problems on the newly installed second stage reheater (main steam) control valves. The NRC resident inspectors were present during the restart of Unit 2 and will continue to closely monitor the restart/power ascension related activities. Restart of Units 1 and 3 (both of which were shutdown in early October 1996 to perform secondary piping inspections and modifications similar to Unit 2) are sequentially planned for February, following Unit 2 power ascension.
The State of South Carolina has been notified. There has been no media interest at this time and the licensee does not plan on making a news release.
