X Notification of Unusual Event Oconee 2 Alert Seneca,South Carolina Site Area Emergency Dockets: 50-270 General Emergency Not Applicable

Subject:

NOTIFICATION OF UNUSUAL EVENT - OCONEE UNIT 2 On September 24, 1996, at 4:44 p.m., a steam line rupture (located on an 18-inch diameter line between the second stage reheater drain tank 2B and the feedwater heaters) occurred in the Oconee Unit 2 turbine building. Unit 2, which was in the process of returning to power after a short maintenance outage, was manually tripped from about 55 percent power by the operators in response to indications of the break. The unit responded as expected and was stabilized in hot shutdown. The steam discharge was isolated when the unit was manually tripped, and there were no known radiological problems associated with the event. A Notification of Unusual Event (NOUE) was declared at 8:20 p.m., due to the discovery of collateral damage to equipment during a walkdown of the affected area.

The NOUE was terminated at 8:40 p.m., once it was determined that the collateral damage did not affect control of Unit 2 while it is shutdown.

The licensee activated their Technical Support and Operations Support Centers to assist in the response to this event. Seven employees sustained injuries and were transported offsite for medical treatment.

The injured personnel were not radioactively contaminated.

Unit 2 is currently being taken to cold shutdown to effect repairs and the licensee is preparing to conduct a corporate-led team investigation into the cause of the event. Cold shutdown is expected around 6:00 p.m.,

on September 25, 1996. Units 1 and 3, unaffected by this event, continue to operate at 100 percent power.

The NRC resident inspectors immediately responded onsite to the event. A Region II Branch Chief and additional inspectors were dispatched to the site.

The Region is conducting a special, reactive inspection of this event.

The State of South Carolina has been notified. There was considerable media interest and the licensee has issued several news releases. The NRC Headquarters Duty Officer was notified of this event at 5:55 p.m., on September 24, 1996.
