MEDIA INTEREST IN TURXEY POINT UNIT 4 RESTART AFTER HURRICANI ANDRE *d Media interss: in tha status of Turkey Point Units 3 and 4 after Hurricane Andrew has centinued. officos. There have been media phone calls to Region II and NRR TV station (Channel 6)The senior residant inspector was interviewed on ca= era by a local ccncerning loss of communications to the site during the hurricane. Part of this interview was shown on the local evening news en Friday, September 25. l A demonstration by interveners is planned for 11: 00 a.m. Thursday, October 1, in Miami. The licensee plans to be represented at the demonstratien by a public affairs spokesperson. 7 y Point Unit 4 was restarted today, September 29. The unit was critical .at _:18 a.m. and is scheduled to go on line this afterncen. NRC inspector

24-hour coverage of this restart began on Sunday, Septe=ber 27, and will
continue until the unit is on line and stable.

RECORD OF CONVERSATION WITH DENNIS KWIATK0WSKI Bob Erickson and I placed a call to Dennis Kwiatkowski, FEMA HQ, on October 9, 1992. I discussed 'our coordination issues with Dennis. (1) I advised him that the site-generated resolution reports were going to be attached to a Commission memorandum and placed in the Public Document Room and that as a result it was important that the site personnel carefully review those reports before sending them to headquarters. (2) I also advised Dennis that NRC was reviewing the NRC/ FEMA Memorandum of Understanding to see if there was a need to revise the memo based upon experience with the Turkey Point review. He stated that FEMA was also reviewing the MOU. (3) I suggested that FEMA Headquarters and NRC Headquarters maintain daily contact and that if Frank Congel, the normal point of contact, was unavailable, that Bob Erickson or myself should be contacted. (4) I agreed to fax a draft of the Commission Information Memorandum to Dennis for his review before issuing it this afternoon. That fax was then provided around 12 noon. We also discussed the current status of off-site emergency preparedness around j Turkey Point. FEMA's areas of concern are related to the large transient sopulation in the EPZ and damage te residences which are still occupied. .arge numbers of construction workers are entering the EPZ cn a daily basis. Residents are unwilling te leave their homes even thougn severely damaged and many are without power. These conditions raise concerns about the ability to notify individuals within tne EPZ in the event of a radiological event at Turkey Point. The following five corrective actions were identified by Dennis: (1) Development and issuance of a flyer to advise people of actions to be taken in the event of an emergency at Turkey Point. (2) Erection of signs at various points along the highways in tne EPZ to alert individuals to monitor the Emergency Broadcast System in the event of siren actuation. (3) Preparation of special Emergency Broadcast Systems messages. (4) Preparation of revised route alerting plans for police, and, 20 V >>:et eest-et-et p /r-

PRE-DECISIONAL -- NOT TO BE RELEASED OUTSIDE OF WRC AND FEMA ?' (5) A Memorandum of Understanding needs to be developed with Metro Dade County regarding provision of transportation. The above five actions are the currently identified issues that need to be implemented to support a reaffirmation of reasonable assurance. Dennis agreed that these could be implemented within a week or so of Friday, October 16, depending upon the ability of State and local authorities and the licensee to complete the corrections in that time. ~ I stated that in addition to a FEMA letter on or about October 16, 1992, on the status of off-site emergency preparedness and their reaffirmation of reasonable assurance, that we would also need a FEMA certification regarding the adequacy of corrective action for these items when complete.
