October 1, 2007 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-07-011A This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

UPDATE - BROWNS FERRY UNIT 3 PRESSURE BOUNDARY LEAKAGE DISCOVERED DURING DRYWELL INSPECTION Unit 3 was shut down to perform a drywell inspection to determine the size and source of unidentified Reactor Coolant System leakage. The licensee subsequently performed repairs to an identified weld defect in a test line off of the Loop II Residual Heat Removal injection and Unit 3 was restarted on September 27, 2007, at 5:05 a.m. CDT. The unit is currently operating in Mode 1 at 100% reactor power. Current Unit 3 unidentified Reactor Coolant System leakrate is 1.55 gpm of which the principal source is a non-pressure boundary seal ring leak on a reactor water cleanup suction valve.

The State of Alabama has been informed. The information in this preliminary notification has been reviewed with licensee management, and is current as of 2:00 p.m., on Monday, October 1, 2007.
