SUBJECT:

BROWNS FERRY REFUELING FLOOR CRANE CABLE DEFORMATION On October 4, 2007, during a routine inspection of the Refueling Floor crane, Ederer Model X-SAM 125 Ton, the licensee discovered unexpected cable deformation in the form of being "unlayed" or a relaxed distortion of the original main hoist cable structure. After further investigation, with support from the vendor (Westinghouse/PAR/Ederer), it was determined that the crane was installed with two "right-hand" wound cables instead of a "left-hand wound and "right-hand" wound cable. The vendor concluded that two right-hand wound cables would tend to exacerbate cable twist during use. Heavy lifting Refueling Floor crane activities are on hold while the main hoist cable is being evaluated and/or replaced.

The Resident Inspectors are monitoring Refueling floor crane evaluation and repair activities. No media inquires have been received and the licensee currently has no plans for a press release.

Region II received initial notification of this occurrence by NRC Resident Inspector staff located at the Browns Ferry Nuclear Plant. This information presented herein has been discussed with the licensee/State and is current as of 1:30 p.m., on October 24, 2007.
