September 5, 2004 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PNO-II-04-008B This preliminary notification constitutes EARLY notice of events of possible safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Region II staff (Atlanta, Georgia) on this date.

RII RESPONSE TO HURRICANE FRANCES A hurricane warning has been issued for the Florida Panhandle region and the Crystal River site area. The licensee declared an Unusual Event at 1710 in response to the issuance of the hurricane warning for the site.

The unit is at a reduced power level of 97%. The TSC is fully staffed, but not activated, and current conditions are 35-40 mph sustained winds with gusts up to 50 mph. The plant reported that the grid is lightly loaded and stable. NRC resident inspectors along with augmented staff are currently at the nuclear plant site.

The state of Florida has been notified.
