INADVERTENT LIQUID RELEASE On September 22, 1981, an estimated 4500 gallons of low level radioactive water was inadvertently released out a vent on the Radwaste Bui.lding.

The release occurred over an approximately 11 hour1.273148e-4 days <br />0.00306 hours <br />1.818783e-5 weeks <br />4.1855e-6 months <br /> period and resulted from an improper valve line-up while operating the Radwaste Concentrator System.

The improper valve line-up was discovered and corrected at about 1:30 p.m. on September 22, 1981.

However, the fact that a release had occurred was not discovered until about 3:00 p.m. in September 24, 1981, when two workers moving barrels in the vicinity of the Radwaste Building vent were found contaminated.

Based on the activity of the water in the Radwaste Concentrator System and the volume of water released, an estimated 80 uci were released out the vent. Smears taken o the roof and side of the Radwaste Building indicated between 1600 and 2000 LPf1/iOO c Smears taken on the barrels near the vent indicated between 3400 and 26000 DPM/100 c A sample taken from a storm sewer indicated.only Cobalt-60 at 1.28E-7 uci/ml.

The NRC does not plan a press release. The licensee has not made a press release.

The State of New York has been notified.

Region I (Philadelphia) received notification of this event from the Resident Inspector at 4:45 p.m., September 24, 1981.

The licensee made a ENS notification on September 24, 1981.
