The information is as initially received without verification or evaluation, and is basically all that is known by the Region I staff on this date.

UPDATE - UNUSUAL EVENT AND AUTOMATIC REACTOR SCRAM DUE TO A FIRE IN THE M1A MAIN TRANSFORMER This preliminary notification supplements information in PNO-I-09-001, which documented an unusual event and automatic reactor scram due to a failure in the M1A main transformer.

At 5:27 p.m., on February 3, Oyster Creek commenced start up and the reactor became critical at 10:14 p.m. Currently, the main generator is synchronized to the grid and is operating at 60%

power with electrical output through the M1B main transformer. Appropriate limits are being observed for single main transformer operations. The NRC resident staff monitored plant start up and continues to assess licensee activities.

Exelon is currently investigating the cause of the failure and subsequent fire in the main transformer. Exelon is evaluating its plans for the future repair/replacement of the M1A main transformer.

The NRC staff is closely following Exelons causal evaluations and corrective actions. NRC oversight will be conducted through the Agencys normal independent baseline inspections by the on-site resident inspectors.

The information contained in the preliminary notification has been verified with Exelon and are current as of February 5, 2009 at 1:30 p.m.
