The purpose of this submittal is to provide the PPL Susquehanna, LLC (PPL) response to Generic Letter 2006-03. A review of PPL's fire protection barriers was performed and it has been determined that Hemyc and MT fire barriers have not been utilized at the station. All fire barriers have been installed and comply with NRC Generic Letters 86-10, supplement No. 1 and 92-08.

PPL's Response to NRC Generic Letter 2006-03

1. Is Hemyc or MT fire barrier material used at PPL Susquehanna, and is it relied upon for separation and safe shutdown purposes in accordance with its licensing basis?

No, Susquehanna does not use Hemyc or MT fire barrier materials. Susquehanna uses Thermo-Lag materials for all fire barriers except for one fire barrier installed in the Unit 2 Reactor Building which used Darmatt material.

2. What controls were used by PPL to ensure that other fire barrier types relied on for separation of redundant trains located in a single fire area are capable of providing the necessary level of protection?

Detailed engineering studies were performed on all installed fire barrier configurations. In addition, PPL implemented the required compensatory measures contained in the station's Technical Specifications for those raceway barriers considered inoperable. Following the results of acceptance testing for the installed configurations, nonconforming materials were replaced/upgraded with materials

-meeting the requirements of NRC Generic Letters 86-10 Supplement No.1l and 92-08.

All corrective actions to comply with the Generic Letters were completed and' documented in PPL correspondence PLA-5172, dated April 28, 2000.

The engineering studies, including the evaluated barrier configurations and test results are considered part of the plant design basis. These provide the controls necessary to maintain the level of protection required.

3. If PPL Susquehanna has Hemyc or MT installed fire barrier materials, discuss the extent of the installation, conformance with our licensing basis, compensatory measures, and schedule for corrective actions.

Based on the fact that PPL Susquehanna, LLC does not contain any Hemyc or MT fire barriers, the questions regarding the installation and other measures are not applicable to PPL Susquehanna.
