Dear Dr. Butler:
This letter provides PPGL's responses to the questions delineated in the referenced letter.
We trust these responses will be useful to NRC in reviewing the activities related to the evaluation of the root cause(s) of the diesel generator events which occurred at Susquehanna during September and October of 1989.
Response
Please provide a set of the PP&L test design and procedures for the proposed intake air temperature test program.
Draft copies of those procedures were transmitted to NRC on February 5, 1990.
Final copies are provided under Attachment 1 to this PLA.

what would be the scope of work?
how would the modifications be made; and how long would it take to have all the machines modified?
Response
Our present design plan is to add a control valve to the intercooler Emergency Service Water (ESW) outlet just upstream of the existing butterfly valves.
This new valve will be electrically
- powered, ASME III and seismically qualified.
Power will be from the ESS buses in such a way that the control valve is available for throttling service when the associated diesel is running.
Temperature sensors will read the temperature on the diesels air intake manifold.
Those values will be averaged to provide feedback to the valve controls.
The control circuit setpoint should maintain approximately 110'F in the intake manifold.
The valve will be designed to fail open or in position.
We are proceeding in two parallel paths.
First, we will be ordering non-Q valves, which can be delivered in 6-10 weeks, and installing those into each diesel by October 1,
1990.
This will require some relief from code requirements and regulatory guides.
We plan to submit that request under a separate letter.
- Second, we will also order
'Q'alves (approximate delivery time of 26-42 weeks).
We will replace the non-Q valves with the
'Q'alves after they are delivered.
A tentative schedule depicting the evolution of events related to this modification is provided as Attachment 2 to this PLA.

- progress, what compensatory measures would PP&L take relative to:
Response
offsite power diesel generators; and dc power systems With respect to offsite
- power, diesel generators and dc power systems, there are some compensatory actions which have already been taken and some, which will.be taken.
Since commercial operation PP&L has completed modification to enhanc'e the emergency service water, system, 125
- VDC, 250 VDC and 120 Vital AC systems.
We'lso incorporated a
spare diesel generator (D/G E) into the Susquehanna design and a portable 480 VAC diesel generator to provide temporary power to the 125 VDC battery chargers during a station blackout.
With the exception of a transformer failure (T-10), offsite power outages (total of 17) have been one minute or less in duration.
The majority of these outage were due to lighting strikes.
In the past, most of the electrical transients occurring at the 13.8KV level were due to auxiliary boiler flashover.
Procedures have been revised and equipment modified and as a
result, the last flashover occurred in October, 1987.
Similarly, certain operating philosophies will be in place through August.
PP&L's System Operating Department (responsible for transmission facilities) has been directed to not take any 230 KV outages.
Outages are not to be taken on Transformer 10 or Transformer 20.
There is no scheduled maintenance or outages allowed on the 125 VDC or 250 VDC systems.
With respect to the diesel generators a
significant number of actions have been taken.

W. R. Butler Following the diesel events comprehensive inspections of diesel generators A,
B, C,
D, and E were performed, including a boroscope inspection of all the piston pins and liners.
Based on these inspections, certain pistons were pulled for further evaluation.
In addition, the lube oil has been changed out in diesel generator E and will be changed out in diesel generators B,
C and D by the end of February.
Diesel Generator A will have new lube oil by the end of March.
We have also implemented a trending program on lube oil and certain engine parameters.
Although lube oil analyses were always performed, several analyses have been added and trending of important parameters will be monitored.
A modification has been engineered to change the lube oil sample point location.
The sample point will be changed to a point upstream of the filters.
With this change ferrography testing will provide more meaningful results.
Also, diesel generator operating philosophies are in place.
During the monthly surveillance
- test, the diesels are operated for at least two hours as opposed to the minimum required time of one
- hour, and four hours if possible.'uring diesel generator testing Maintenance personnel are -,stationed at,'he

'onitor critical engine. parameters, above what operators normally check.
When a diesel generator is out of service no other diesel maintenance will be performed on an in-service engine other than testing required by the Technical Specifications.

When does PP&L plan to change the lube oil for the diesel engines?
The lube oil has been changed out on diesel E.
Diesel generators B,
C and D will have their lube oil changed by February 28.
The A engine will have its lube oil changed out during its planned inspection outage which is scheduled to be completed by the end of March.

meeting in Rockville on February 8 or 9, 1990.
PP&L should invite both Cooper and RICARDO representatives to that meeting.
Please confirm your plans to support this meeting.

We proposed to hold another meeting in Rockville, MD with PP&L after the proposed tests are completed.
A tentative date of February 21, 1990 is proposed for the second meeting.

A telephone call was held with NRC on February 21, 1990 to discuss the results of the air testing on diesel generator E.
As agreed to during that telephone call a meeting will be held between PP&L and the NRC on February 28, 1990 in Rockville, MD.
