7 Attachment PLA-2632 RESPONSE TO IE BULLETIN 85-03 The attached tables list motor-operated valves in the HPCI and RCIC systems at Susquehanna SES Units 1 and 2 that are required to be tested for operational readiness in accordance with 10CFR50.55a(g). PP&L has reviewed the design basis for operation of each of these valves including maximum differential pressure expected during both opening and closing for both normal and abnormal events to the extent that these valve operations and events are included in the existing, approved design basis. This information is summarized on the attached tables.

DETERMINATION OF LIST OF AFFECTED VALVES:

The list of valves was extracted from the Susquehanna Steam Electric Station Pump and Valve Inservice Inspection Testing Program. All motor operated valves subject to quarterly stroke tests in accordance with 10 CFR 50.55a(g) were included. For the HPCI system this included all motor operated valves which may be required to actuate in support of a HPCI initiation plus all containment isolation valves. Since RCIC is not an ECCS system, the only RCIC valves subject to 10 CFR 50.55a(g) requirements are the containment isolation valves. Tlie final list ~ numbered twenty-two valves for each unit (13-HPCI; 9-RCIC). This list was cross-checked with the applicable system drawings (P&ID's) to verify that no valves were inadvertently omitted.

DETERMINATION OF VALVE OPERATING DESIGN BASIS:

The design btsis for each valve consists of (1) the maximum differential pressure expected during opening and/or closing of the valve for both normal and abnormal events, and (2) the temperature corresponding to these conditions.

Normal events include those operations performed during normal plant conditions (i.e., startup, shutdown, power operation, etc.).

Also included are the system's designed safety functions and test modes.

Abnormal events are those system conditions resulting from postulated single equipment failures and recovery from inadvertent valve openings or closures to the extent that these valve operations and events are included in the existing, approved design basis. Line breaks are not included in this category unless the mitigation of a line break is part of the valve's design basis. The purpose of the two main steam isolation valves in each system is to mitigate a possible steam line break so that case is considered an abnormal event.

,e Attachment PLA-2632 OUTLINE OF PROGRAM TO COMPLETE BULLETIN ACTION PP&L expects to complete its review of switch settings by August 1986.

Program and procedural changes, if required, are expected to be completed by March, 1987.

Individual switch settings will be verified and/or changed, as necessary, on the affected SSES Unit 2 valves prior to the end of the Unit 2 first refueling outage (currently scheduled to end in November 1986).

Individual switch settings en affected Unit 1 valves will be verified and/or changed, as necessary, prior to the end of the Unit 1 third refueling outage (currently scheduled to end in November, 1987).

Since the maximum design basis for SSES Unit I and Unit 2 valves have been determined to be identical and where the Unit 1 and Unit 2 valves themselves are also identical, testing will only be performed on one unit or the other. Testing will be performed on Unit 2 valves, to the extent deemed practicable end necessary, prior to the end of the Unit 2 first refueling outage. Any testing not completed at that time will be performed on the identical Unit i valve, again to the extent practicable, prior to the end of the Unit I third refueling outage. Where testing under maximum differential pressure is not practical, alternative testing and/or justification will be provided. A final report will be submitted to NRC within 60 days of completion of the program.
