The following response is provided to IE Bulletin 83-03, "Chc.::k Valve Failures in Raw Water Cooling Systems of Diesel Generators."
Unit 1 (OL) 1.
The check valves in the ESW system flowpath for supplying cooling water to the diesels and which are required to change state to accomplish this task gre:
0-11-001 0-11-033 0-11-037 0-11-002 0-11-034 0-11-038 0-11-003 0-11-035 0-11-039 0-11-004 0-11-036 0-11-040 These valves will be included in Rev. 2 to the SSES Pump and Valve IST Program currently scheduled for submittal on June 30, 1983.

For the valves listed above, verification of check valve operability and internal integrity will be accomplished by valve disassembly and inspection.

The initial inspection of the 12 valves listed above will be performed during the first refueling outage on Unit 1 (currently scheduled to begin September 1, 1984).
Six of the valves listed will be examined during each subsequent refueling outage for Unit 1 on an alternating basis.

There have been no previous failures of the valves listed.
- However, there has been a failure of another check valve within the ESW system that may have inhibited the operation of the diesel generators upon an ESW actuation:

Allan During the implementation of a plant modification to permanently remove the internals on check valve 0-11-053, it was discovered that the valve disc was not attached to the swing arm and the cotter pin and nut were missing. Consequently, the valve was inoperable.
This valve is located on the ESW return header to the spray pond.
The valve was originally installed to prevent reverse flow in the ESW system when RHRSW is on and ESW is off. However, the configur-ation of the ESW system prevents reverse flow via the ESW pump discharge check valves (0-11-001, 0-11-002, 0-11-003, 0-11-004)..In addition, two other redundant means are available to prevent reverse flow:
a) The ESW pump discharge valves are closed when ESW is not running. (motor operated butterfly valves) b) An interim operating procedure prerequisite assuring that ESW is running before RHRSW is started.
Due to the redundancies within the system and the inherent and gener,ic deficiencies related to these check valves, the plant modification to remove the internals of check valve 0-11-053 was instituted which eventually led to the discovery of the check valve's failure. This failure was documented in License Event Report 83-066 transmitted under PLA-1667 H. W. Keiser to J. M. Allan dated 5/13/83.

A ceport will be submitted 90 days af ter the initial valve disassembly and inspection.
Unit 2 (CP)
The valves listed are common to both Unit 1 and Unit 2.
The preparation of the Unit 2 Pump and Valve IST program will follow the same basis as the Unit 1 IST p.ogram for common equipment.
